Stream 3 – Telecommunication Services

3.3.0 Telecommunication Cable Plant Designer

3.3.1 Tasks may include but are not limited to the following:

  1. Completes the planning, technical design, and engineering required for the construction, installation, and maintenance of internal and external telecommunications supporting infrastructure in accordance with applicable codes and standards;
  2. Confirms rights-of-way and easements;
  3. Uses surveying equipment to complete topographical surveys of cable routes;
  4. Ensures that the elevations of cable plant underground supporting infrastructures are correct;
  5. Ensures that the environmental impact studies and recommendations have been carried out before recommending that the project proceed;
  6. Prepares a statement of requirements (SOR) identifying the construction engineering work to be completed for the project;
  7. Completes the technical design and engineering required to determine the transmission design, cable routing, and protection devices that are needed for internal and external coaxial, copper and fibre optic telecom and data cable networks;
  8. Prepares technical installation drawings, sketches, specifications, and installation directive(s) required for the project;
  9. Investigates and reports upon all on-site utilities, including power, water, gas, sewer, storm drains, etc., to ensure sufficient clearance is available for the proposed cable routes;
  10. Reviews, interprets, and completes technical assessments;
  11. Reviews technical designs;
  12. Prepares technical designs and specifications;
  13. Determines and prepares a list of the type and quantity of materials needed to complete the project;
  14. Develops Technical Installation Directive, technical drawings, and other supporting documentation for review and distribution to the installing agent and to other associated agencies;
  15. Reviews and monitors project implementation plans while the project is in progress, and recommends appropriate changes in courses of action to the technical authority;
  16. Completes technical reviews of telecommunication requests;
  17. Conduct requirements analysis with end-users to recommend and determine their information technology requirements, including the hardware and connectivity needs;
  18. Performs technical acceptance testing as well as technical and quality assurance inspections on telecommunications cable network projects;
  19. Analyzes and interprets test results and takes or recommends necessary corrective actions;
  20. Provides updates and briefings to the technical authority and on-site personnel on the development and status of the project; and
  21. Conducts technical briefings for construction and installation staff, consultants, and contractors.

3.3.2 Occupational Minimum Mandatory Qualifications

A. Junior Telecommunication Cable Plant Designer

M.1 Must have a minimum of a secondary school graduate diploma/certificate.
M.2 Must have a minimum of two (2) years of experience as a Telecommunications Cable Plant Designer.

B. Intermediate Telecommunication Cable Plant Designer

No. Description of Criterion
M.1 Must have a minimum of a secondary school graduate diploma/certificate.
M.2 Must have a minimum of five (5) years of experience as a Telecommunications Cable Plant Designer.

C. Senior Telecommunication Cable Plant Designer

No. Description of Criterion
M.1 Must have a minimum of a university undergraduate degree OR a college diploma/certificate in any field.
M.2 Must have a minimum of six (6) years of experience as a Telecommunications Cable Plant Designer.

M.1 Must have a minimum of a secondary school graduate diploma/certificate.
M.2 Must have a minimum of nine (9) years of experience as a Telecommunications Cable Plant Designer.
