Security Requirements

Overview

The Security Requirement Checklists (SRCLs) and security clauses below have been developed and pre-approved for use under the CPSA. If your security needs match one of the pre-approved SRCL's you may not be required to complete a new SRCL, consult your departmental security officer (DSO) to determine your departmental procedures. If a pre-approved SRCL is used, no further signatures are required as all pre-approved SRCLs are signed-off by CISD/PWGSC and CSEC as the CPSA Technical Advisor. The pre-approved SRCLs and security clauses are not to be modified under any circumstances.

These SRCLs have been developed to cover most of the situations foreseen for CPSA requirements. If you need to create your own SRCL to cover your own requirements, you will need to add a few more weeks to your project timeline to obtain all the required approval signatures from your DSO as well as CISD/PWGSC. CISD/PWGSC must approve all new SRCLs whenever a CISD/PWGSC security clearance is a requirement of the solicitation/contract. Security Clauses for RFP

For each Request for Proposal with a security requirement, the corresponding clause needs to be inserted in to the Request for Proposal and resulting contract. Use the security clauses and download the PDF version of the SRCL from the links below for the solicitation. To obtain signed versions of the pre-approved SRCLs for resulting CPSA contracts please email a request to ACQBCPSA.DGAAMAC@tpsgc-pwgsc.gc.ca.

Security Requirement For Canadian Supplier:
PWGSC FILE #W2213-050347 / A

  1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
  2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid Reliability Status, granted or approved by CISD/PWGSC.
  3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
  4. The Contractor/Offeror must comply with the provisions of the:
    1. Security Requirements Check List and security guide (if applicable), attached at Annex _____;
    2. Industrial Security Manual (Latest Edition)

  1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
  2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid Reliability Status, granted or approved by CISD/PWGSC.

  • Document safeguarding (i.e. Receive and store PROTECTED and/or CLASSIFIED information and/or assets) (Block 11a);
  • Supplier is required to use its IT system to produce or store PROTECTED and/or CLASSIFIED (Block 11d);

PWGSC FILE #W2213-050347 / D

  1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada.
  2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid Reliability Status, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
  3. The Contractor MUST NOT utilize it's Information Technology systems to electronically process, produce or store PROTECTED information until CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed at the level of PROTECTED B.
  4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
  5. The Contractor/Offeror must comply with the provisions of the:
    1. Security Requirements Check List and security guide (if applicable), attached at Annex _____;
    2. Industrial Security Manual (Latest Edition)

SRCL #F
