Item 1 Record of Decision

  • The Record of Decision was adopted by the Committee.
  • Industry was informed that the Committee's Record of Decisions now appear on the PWGSC Temporary Help Services Web site. The Web site currently includes five meetings held from November 15 to December 20, 2006.

Item 2 Method of Supplier Selection for THS

  • A spreadsheet measuring the two options: "Compete Standing Offers based on Fixed Rates Option" and "Capped Competitive Pricing Option", against the objectives established for the stakeholders by the Committee, was tabled by PWGSC and discussed at length.
    1. ACSESS will review the spreadsheet and provide the Committee with their ratings at the next meeting.
      Action: ACSESS
  • PWGSC tabled various pricing options on spreadsheets covering the AS and Professional Services Categories for discussion.
    1. PWGSC will provide Industry with an electronic copy of the spreadsheets.
      Action: PWGSC
    2. ACSESS will review the spreadsheets over the next two weeks and provide PWGSC with industry recommended thresholds for the "median" affecting the financial evaluation for the two options currently under discussion.
      Action: ACSESS
  • PWGSC provided Committee members with a graphic display of the proposed methodology for THS RFSO Financial Evaluation (PDF version of the THS RFSO Financial Evaluation, 100KB) (Help on File Formats) outlining the two options.
  • It was agreed that whichever Method of Supplier Selection is adopted will be conditional upon PWGSC having a system capable of accommodating the required functionalities.

Item 3 Categories of THS Personnel

  • Industry tabled a proposed list of the Categories of THS personnel and PWGSC tabled a copy of the list of Categories of Personnel for Informatics Professional Services.
    1. Members of the Committee are expected to review the two lists with a view to eliminate duplication and ensure that categories proposed are in fact THS Categories and not Consulting Services.
      Action: All

Item 4 Next Meeting

  • The next meeting will be held January 31, 2007 at Place du Portage, 11 Laurier, PDP III, Gatineau, Québec, Tower A, 11A1, Room 101 from 10:00 AM to 2:00 PM. The Agenda for the next meeting will be sent to members via e-mail prior to the meeting.

Proposed methodology for THS RFSO Financial Evaluation

  1. Option 1 - Ceiling Hourly Rates
    1. All technically responsive offers for a specific Stream
    2. Financial Evaluation for a specific category and level of experience
    3. Step 1
      An "Original Median" calculated based on all Ceiling Hourly Rates
      1. All Hourly Rates below the "Original Median" - 80%
        Note: Inactive for the category and level of experience assessed

        or

      2. Non-substantiated Hourly Rates between the "Original Median" - 40% and - 80%
        Note: Inactive for the category and level of experience assessed
    4. Step 2
      An "Adjusted Median" calculated based on all Ceiling Hourly Rates falling within the "Original Median" band of ± 40%
    5. Step 3
      Accepted rates that will be designated "Active" for the category and level of experience assessed:
      1. All hourly rates ≤ the "Adjusted Median" + 40%;
      2. Substantiated rates between the "Original Median" - 40% and - 80%
  2. Option 2 - Firm Hourly Rates
    1. All technically responsive offers for a specific Stream
    2. Financial Evaluation for a specific category and level of experience
    3. Step 1
      Median calculated based on all Firm Hourly Rates
      1. All Hourly Rates below the Median - 80%
        Note: Inactive for the category and level of experience assessed

        or

      2. Non-substantiated Hourly Rates between the Median - 40% and - 80%
        Note: Inactive for the category and level of experience assessed
    4. Step 2
      Accepted rates that will be designated "Active" for the category and level of experience assessed:
