  • To assist PWGSC in the development of a procurement strategy for the provision of Temporary Help Services (THS) in the National Capital Area (NCA) by providing advice and/or recommendations on the approach.

Definition of THS

  • There are three situations in which THS can be used:
    • When a public servant is absent for a period of time, or
    • When there is a requirement for additional staff during a temporary workload increase that would normally be fulfilled by public servants, in which there is an insufficient number of public servants available to meet the requirement; or
    • A position is vacated and a staffing process is being completed
  • All other requirements, such as deliverables-based initiatives shall be fulfilled through other procurement vehicles.

Proposed Mandatory Evaluation Criteria

  • Commercial office
    • Must occupy and maintain, at the time of the offer and during the lifetime of any resulting Standing Offer for Temporary Help Services, a fully operational permanent commercial office open during normal business hours (7-1/2 hrs per day) with a minimum staff of two (2) full time employees, one of which must be able to offer services in both official languages, dedicated to the supply of THS to clients and with four (4) hours response time to client departments
  • Minimum 1 year in business
  • Past Experience
    • Completed a minimum of 20 temporary placements (public or private sector) within the last twelve months, for services which the Offeror received payment and which were rendered in the National Capital Region. The 20 placements must also be for 20 different temporary help resources (ie. 20 different names)
    • Must have billed the above 20 placements over at least 3 different clients within the last year
    • Experience to be demonstrated for each stream bid (Administrative/Professional/Technical)
  • Financial strength and capability
  • Insurance requirements
