Item 1 Record of Decision
- The Record of Decision from the May 16, 2007 meeting was adopted by the Committee with one further revision threaded back to the Record of Decision for May 9, 2007:
- Page 2, item 6, second paragraph, is hereby revised as follows: Government and Industry do not agree with the wording that "the past is not a valid technique for predicting price erosion." (It is noted that the remainder of item 6, on page 2 of the Record of Decision for May 9, 2007 remains unchanged.)

- Much discussion took place concerning the AS classifications and the need to properly identify this classification. The Committee agreed to creation of 5 streams (instead of 4), with classifications for each as detailed hereunder:

- The Committee agreed that PWGSC would develop a Training Manual for Clients that would be presented to the Advisory Committee for comments.
- The Committee agreed on the following support to enable a Supplier to bid on classifications:
- For Streams 1, 2 and 3 (shown above): 20 placements (different names) in the last year.
- For Streams 4 and 5 (shown above): 20 placements (different names), for a minimum of 3 Clients, over the past 3 years. If less than 3 classifications are demonstrated from the 20 placements, the supplier may only provide ceiling prices for the one or two classifications demonstrated. If at least 3 different classifications are demonstrated from the 20 placements, suppliers may provide ceiling prices for any number of the classifications within the stream bid.
- On June 20, 2007, ACSESS will provide the results of activity currently underway to gather and compile descriptions for the classifications.
- PWGSC has posted a notice on MERX for any additional information from Suppliers who are non-ACSESS members.

Item 3 New RFSO
- An entire copy of the Draft RFSO was given to each member of the Committee. Industry requested that the document format be revised to Word and that the content be colour coded to quickly identify: standard government clauses; new clauses, etc. PWGSC will complete this task and distribute an electronic copy to all members of the Committee.
- Utilization Reporting was discussed. As the system must provide utilization reports, there is no need to include the paper-based approach currently contained in the Draft RFSO.
- Insurance remains a concern for Industry [page 43 and 45 (i) of RFSO refers]. Industry will go back to insurance company with the wording contained in the RFSO.
- Comments on the Draft RFSO are requested from Industry for June 6, 2007.
- Industry will provide details for testing, pages 47 and 133 of the RFSO. It is noted that the wording in the RFSO is dated/out of date. Details are requested from Industry on M9, also relating to testing.
Action: ACSESS and PWGSC
Item 4 Other Items
- The topic of Clients not providing résumés when "First Right of Refusal" was followed was raised by Industry. The concern is that Clients will not be receptive to this. The Committee agreed that PWGSC would raise the issue at the upcoming Commodity Team Meeting being arranged by PWGSC, with the approach that PWGSC would discourage Clients from requesting of résumés.
- Industry requested confirmation that the new method of supply would not go forward if the business rules and functionality identified by the Committee could not be delivered. The Committee was advised of the meeting of last week with GoCM and the risks raised with Senior Management within PWGSC if GoCM cannot support the system requirements for THS. Discussions within PWGSC are ongoing.
- PWGSC will prepare a document cross-referencing the RoDs and the specific areas of the RFSO (SOSA). This will also be done for proposed system, i.e. cross-referencing of the RoDs and the business requirements/functionality needed for the system.

Item 5 Next Meeting
- The next meeting will be held on June 6, 2007, at Place du Portage, 11 Laurier, PDP III, Gatineau, Québec, Tower A, 11A1, Room 101. The meeting is scheduled for 10:00 a.m. but is not expected to last until 2:00 p.m. as the Industry will be tabling/delivering comments to the RFSO.
Item 6 Round Table
- Multi Nationals will be requested to provide testing information.
- PWGSC will examine the ways to incorporate the ACSESS Code of Ethics into the new method of supply.
- Sylvain advised of his absence at the upcoming June 6, 2007 meeting and asked that the Committee not revisit closed items.
- The holiday schedule for the members of the Committee was requested in time for the June 6, 2007 meeting.
