Item 1 Record of Decision

Item 2 Letter from ACSESS dated June 11th, 2007

A letter was sent to PWGSC from ACSESS detailing some of the association's concerns. It was decided that the advisory meeting would be used as the forum to discuss the issues raised in the letter.

The majority of the meeting focused on ACSESS' concern with the financial evaluation. The association fears that an up-front price competition will drive rates down, which may result in non-supply issues for the Government. Numerous alternatives were discussed by the committee members; some were going to create greater inefficiencies and some would not stand the test of public scrutiny. The following new features were retained by the committee, which PWGSC will recommend for approval:

  • Conduct ceiling rate competition, as detailed in draft RFSO/RFSA but with the following additional features:
    • For first year of RFSO/RFSA, allow companies that bid ceiling rates that fall above the adjusted median + 40% to rollback their ceiling rates to an acceptable limit (i.e. at the adjusted median + 40% level). These companies, however, would only obtain a Supply Arrangements (i.e. they would not qualify for the Standing Offer component of the method of supply); as an incentive for firms to bid fair market rates up front. PWGSC will revisit this feature during Year 2 of the method of supply with the aim of removing the rollback option.
    • Allow for a maximum of 5% of the classifications to not be subject to any upfront price competition; these would likely be for highly specialized categories.
    • PWGSC to reserve the right to re-compete any classification at any time, in case of non-supply.

PWGSC suggested the addition of more client departments such as: Elections Canada and Agriculture Canada. These departments have shown an interest in attending to these meetings.

Kathryn will bring some of the written classifications to the next meeting.

The clause dealing with Closure of Government Offices will be added to the RFSO/RFSA.

Item 3 - Next Meeting

The next meeting will be held on June 20, 2007. The following items will be included on the agenda:

  • Outstanding issues and concerns from ACSESS such as: Insurance, testing, interviewing, reporting, monitoring and client education.
