Item 1 Insurance
Insurance Advisors from PWGSC were in attendance to provide clarification on the requirements of "Commercial and General Liability" and "Errors and Omissions". The following are the conclusions:
- Commercial and General Liability: It is the responsibility of the Prime Contractor to ensure that its subcontractors are bound by the same terms and conditions. In summary, this requires that the Prime Contractor ensure that insurance certificates are obtained from its subcontractors.
- PWGSC confirmed that any verification by PWGSC would be at the Prime Contractor level, i.e. a copy of the Prime Contractor's insurance certificate.
- Errors and Omissions only applies to the Supplier's internal resources (working at the Supplier's location).
- As Errors and Omissions is connected to the function of delivering decisions, the wording for theClassifications must reflect that THS resources are not delivering a decision. An alternate approachis to include an overall statement along the lines of "THS resources under a call-up or contract issued through the THS Online System are not performing work that requires the delivery of a decision."
- The RFSO/SA will be revised to reflect items i. and iii, above.
Item 2 Approval of Record of Decisions (20 June 2007)
Wording changes are required on "Item 2: Update on GoCM" to ensure clarity. PWGSC will revise the RoDs and re-submit to the Committee for approval.
Item 3 Major Milestones and events
The following milestones (events) and dates were agreed to by PWGSC:
- RFSO/SA completed: July 2007
- Protocol (Draft form only at RFSO/SA release and Final form at Bidders Conference): July 2007 (draft) September 2007 (final)
- Bidders Conference: September 2007SOs
and SAs: December 2007
Item 4 Update on GoCM
PWGSC confirmed that the system will allow Clients to re-use a search for a new requirement.
PWGSC advised that the "Average Rate" that will be displayed in the search results will be based on the stream for a single resources, i.e. Stream 1/Clerk/Finance/Intermediate. Clients view this as useful information when the route of Supply Arrangement is selected and the goal is to achieve a lower rate than the Ceiling Rate posted in the system.
Item 5 Classifications (Update and Stream 5)
Information on Streams 1 through 3 was received on June 20th from ACSESS and further revised on June 25th, i.e. a new brick of information was submitted to PWGSC. Phil Battaglini is the individual in the Online Services Division who is responsible for compiling all data received, quality assuring the data (i.e. consistency in wording) and presenting findings to the Committee.
Item 6 Finalizing RFSO/SA - finalize discussion of ACSESS' remaining issues:
testing - ACSESS suggested one minor change to testing clause of RFSO/RFSA (ie. 1400 and 1600 strokes to be changed to 1350 and 1550 strokes respectively).
