Item

Meeting was delayed 30 minutes due to insufficient number of industry representatives. This was due to issues related to parking/bus strike. A minimum number of industry representatives was discussed and a minimum of 3 was deemed necessary by everyone to proceed with the meeting. In the end, 5 industry representatives attended.

RoDs of previous meeting were accepted and acknowledged that if there are additional issues on name referral they may be raised at a later date.

Item 1 Approval of Record of Decision of January 15th Meeting

The Record of Decision from the January 15, 2008 meeting was approved by the Committee.

Item 2. Review of proposed approach for assessing Federal Department Users.

PWGSC provided Committee members with a copy of the document titled “Steps for Assessing Federal Department Users” (draft version January 29, 2009).

In the “Steps for Assessing Federal Department Users”, industry and client department representatives agreed to the following changes

  • under the header “File Documentation”:
    • 5th bullet to read “it is noted that email communication does not prevent verbal discussions with suppliers; however, the same information must be provided to all potential suppliers”
    • added bullet to include “documentation on file for repeated replacements and cross referenced under “Performance Indicators”
  • under the header “Areas of Assessment”, PWGSC confirmed that there will be the following revisions:
    • an explanation of and reasons for why a client user should not “bypass a supplier”
    • questions will be reworded

Item 3. Review of the Federal Department User Guide

PWGSC provided Committee members with a copy of the document titled “Federal Department User Guide” (Draft 3, December 23, 2008). This will be finalized in the next committee meeting.

Item 4. Bulk Buy Requirements

There was a discussion on handling bulk requirements. There were issues raised by both departmental representatives and the industry for PWGSC to take into consideration when developing the framework on how client users would handle these requirements.

Item 5. Other Items

Members were given a copy of a bulletin (October 24, 2008) regarding Family Day that was posted on the THS website. Industry emphasized that the wording should be changed from "it is the right of the THS supplier to decide if the Supplier's resources are available to work on Family Day" to "it is the right of the THS supplier to decide if the Supplier's resources will work on Family Day".

Item 6. Next Meeting

The next meeting will be held February 12, 2009 Place du Portage, 11 Laurier, PDP III, Gatineau, Québec, Tower A, 11A2, Boardroom 101, from 9:00 AM to 12:00 PM. The Agenda for the next meeting will be sent to members via e-mail prior to the meeting.
