Item 1. Introduction /new staff
- Brief presentation on the change in personnel in the Procurement Strategies Division and the Online Systems Division
Item 2. Refresh Items for Discussion
- Modifications to two (2) existing THS Classifications – Program Administration (Stream 1) and Auditor – Stream 5 and the addition of two (2) new classifications – Driver (Stream 1) and Evaluation Analyst (Stream 2)
- Financial evaluation for the SO will encompass five (5) previously exempt classifications. Options for evaluating the SA were also discussed and PWGSC would look at an evaluation threshold that would permit higher ceiling rates in SA compared to SO to permit industry the flexibility to better source client requirements.
- Staffing Arrangement fee clause – discussion to scope coverage of this clause to include the hiring of a THS resource within the area managed by a DG or equivalent, and casual placements to be 50% of fees calculated. Industry recommended that if casual turns into term/permanent, then this be rescinded.
- Family Day would be status quo – i.e. THS agencies have right to not send resource to work that day in Ontario.
Item 3. Industry Client Feedback
- Feedback from Suppliers on the Temporary Help Services for National Capital Area – to date 63 surveys out of 125 sent to suppliers have been completed.
- Feedback from Departmental Clients – to date 41 surveys out of approximately 300 that were sent out to clients via email have been completed. PWGSC will be holding two (2) focus group sessions on November 24, 2009 and November 26, 2009.
- PWGSC indicated that after the results have been determined, the information would be prioritized; and wherever possible, would be used to determine improvements to the THS system.
Item 4. Bill 139
- Industry appreciated how expeditious PWGSC was in handling the amendments to the Standing Offers/Supply Arrangements to take into consideration Ontario’s Bill 139 which came into effect November 6, 2009.
- PWGSC stated that the clients were informed by email and the THS web site.
