Item 1. Introduction of Committee Members

  • Introduction of committee members and guest presenter.
  • New PWGSC THS team member with Procurement Strategies Division on 6 month assignment – Shaloo Sobti.

Item 2. Security

  • Greg Thompson, Canadian Industrial Security Directorate (CISD), delivered a presentation on security requirements for THS resources.
  • CISD submitted a Privacy Impact Assessment (PIA) to the Office of the Privacy Commissioner (OPC) for review and recommendation. To date, a response from the OPC has not been provided. The intended result of the PIA will be the elimination of the Consent Forms.
  • As part of the PIA is a proposed revision to PWGSCs appropriate Personal Information Bank, which has been forwarded to Treasury Board Secretariat (TBS) for their approval.
  • Personnel Screening Consent and Authorization forms (TBS/SCT 330-23) will continue to be used by THS suppliers to duplicate or transfer an individual's security screening level to a supplier.
  • The Directive provided in December 2009 reflecting that a supplier must "hold" an individual's security screening level is a separate and disconnected issue from the consent forms.
  • Consent forms will continue to be used to reflect an individual's Global consent or Specific Consent. These consent forms only allow suppliers the ability to verify the existence of a security screening level of personnel whose security screening levels are not held by the supplier. The consent forms do not duplicate/transfer the individual's security screening level to the supplier.
  • CISD clarified the Security direction regarding THS Resources -
    • THS resource must have his/her security level held by the THS company for which the resource will be working;
    • THS resource may have his/her security screening level duplicated to multiple THS companies;
    • Supplier's security officer must initiate the transfer or duplication of the resource or prospective resource's screening level using CISD OLISS on-line system, e-mail, or fax;
    • THS resource resumes may be reviewed by government departments, call-ups may be issued, but the work cannot begin until the individual's security screening level is "pending" in CISD's database.
  • Bulletin to clarify security requirements for THS resources will be posted on the THS website.
  • Greg will not be advocating the DG of CISD the concept of "pooling" for THS at this time. The Committee concurred with CISD on this issue.
  • CISD will send the directive and explanation to all Departmental Security Officers.
  • CISD will be invited back for an update on security requirement for THS resources (including OPC/TBS response) to the members at another THS Advisory Committee meeting in 6 months.

THS Rates

  • Rates on the standing offer (SO) to be discussed with the THS Advisory Committee at the next meeting in February 2010. This will also include discussion on the financial evaluation of the supply arrangement (SA) for the Refresh 2010.

Industry Client Feedback

  • Summary on the THS industry and client feedback results will be presented at next THSAC meeting.

THS Supply Arrangement

  • PWGSC is developing a strategy to communicate the usage of the THS supply arrangement (SA) component to federal department senior management and stakeholders. This would include removing restrictions with financial delegated authority in various federal departments.

THS 2010 Refresh

  • Solicitation release will be scheduled once decision has been finalized regarding financial evaluation of the SA and the weekly price rates of the SO.
