Item 1. Introduction of Committee Members

  • Introduction of committee members (new industry member Isabelle Copeland representing ACSESS) and guest presenter*
  • New PWGSC THS team member with Procurement Strategies Division on six months assignment – Shaloo Sobti.

Item 2. Reply to DG Letter

  • PWGSC acknowledged letters received by A/Senior Director of Professional Services Business Initiative Directorate, from industry and THS resources on the THS right of first refusal and low rates.

Item 3. THS Expanded Survey Status

  • Preliminary results of the THS expanded survey completed in March 2010 were reviewed. An additional 226 registered THS users in 55 federal departments and agencies were invited to participate. This expansion was requested by ACSESS committee members, who provided the list of the 226 registered THS users they wished to participate
    • Response rate was lower than anticipated
    • Feedback comments were similar to those identified in original survey (part 1) conducted in November 2009

Item 4. THS Survey Results

  • PWGSC provided summary of the statistics compiled from Part 1 of the survey (Nov 2009). Members received copies.
  • Based on survey feedbacks from suppliers and federal department users there were four main concerns (low ceiling hourly rates for the standing offer; low weekly rates for mainly classifications in Stream 1 and 2; issues with right of first refusal with the standing offer and little usage of the supply arrangement component)

Item 5. Analysis of THS Hourly Rates with the Standing Offer Component

  • John Penhale, Commodity and Market Analysis Division (PWGSC), delivered a presentation on the hourly rates of the THS standing offer (timeline: May 2009-January 2010) in the National Capital Area.
  • Copy of the Market Analysis Report provided to committee members.

Item 6. Action Plan from Survey Results (Part 1)

  • PWGSC delivered overview of the action plan as a result of the THS survey conducted in November 2009.

Action: Committee members to provide feedback on the action plan to PWGSC by April 23, 2010.

Item 7. 2010 THS Refresh

  • Items to be included as part of the refresh were discussed
  • Solicitation documents scheduled to be posted on MERX in May 2010
  • End date of THS standing offers will be extended from 2010-05-11 to 2011-01-31. Amendments will be issued to all SO holders within the next three weeks.
