Item 8. Supply Arrangement - Request for Services (RFS) form
- New version of the RFS form was presented. Finalized RFS (form) will be available for the THS 2010 refresh.
Item 9. Replacements of Resources (qualified vs unqualified)
- Federal Department client users have the option to replace a THS resource deemed unqualified after the assignment has started with the same supplier or to cancel the call-up/contract and reissue the requirement.
- Unacceptable practice of “switching” a qualified resource prior to the start of a call-up or contract assignment is an issue raised by Federal Department client users.
Action: J. Ingle (ACSESS) to prepare a list of suggested solutions related to this item for the next THSAC meeting
Item 10. Supplier Selection Bulletin
- PWGSC presented revised draft of bulletin regarding Right of First Refusal and the possibility of inviting multiple suppliers when using THS.
Action: PWGSC to issue final version to all THS users and suppliers, to ensure full understanding of issue.
Item 11. Request for THS Resources – BCC vs CC
- PWGSC to update the THS Protocol and Standards document to communicate to federal department client users, emphasizing fairness and transparency and the need to include the email address of all invited suppliers in the “TO or CC” field of the request for THS resource(s) in both SO and SA, with the availability (RFA) and request for services (RFS) to suppliers. PWGSC reminded Industry that some departments have their own contracting procedures, which may affect how they utilize the THS method of supply.
Item 12 & Item 13. Other/Round Table
- Low weekly hourly rates with the Standing Offer Component – discussion of setting floor rates.
- ACSESS requested list of lowest cut-off hourly rates and highest cut-off hourly rates from all THS SO/SA suppliers.
- The next meeting will be held April 29, 2010, at Place du Portage. The electronic agenda will be sent to members prior to the meeting.
