please read the following information carefully for standing offers with the serial number EN578-093429 for language training in the NCR.

Next sessions

Here are the start dates for the next group training sessions:

  • Work stream 1 – Full-time group training, in French, on the Offeror’s premises
    • Short program: April 13, 2015    (deadline: March 25, 2015)
    • Long program: March 16, 2015 (deadline: February 27, 2015)
    • Pre-SLE: March 30, 2015 (deadline: March 13, 2015)
  • Work stream 2 – Full-time group training, in English, on the Offeror’s premises
    • April 20, 2015    (deadline: April 1, 2015)

Total number training hours: 7 hours must be subtracted from the total number of training hours for each statutory holiday during the training period.

  • Work streams 3A, 3B, 3C, 3D and 5 – Part-time group training, in French and in English, on the Offeror’s premises:
    • April 7, 2015 (deadline: March 19, 2015)

Total number training hours: 3 hours must be subtracted from the total number of training hours for each statutory holiday during the training period.

Please note that federal institutions are responsible for consulting the training schedules to obtain the dates of the next sessions and for sending call-ups at least 10 business days before the training start date.

Option year 1 for standing offers

The first option year, a period of 12 additional months, will be exercised in the upcoming days As a result, federal institutions must refer to the Basis of Payment of the Annex B of the Standing Offer (see also the List of Offerors and Hourly Rates - The following information is only accessible to federal departments and agencies) for the applicable rates. Please note that the initial standing offer period is not the same for all standing offers.

Expiry date: March 31, 2015 (extended to March 31, 2016):

  • Stream 1 – Full-time group training, in French, on the Offeror’s premises
  • Stream 2 – Full-time group training, in English, on the Offeror’s premises

Expiry date: April, 30 2015 (extended to April 30, 2016):

  • Stream 3A – Part-time group training, in French, on the Offeror’s premises (downtown OTT/GAT)
  • Stream 3B – Part-time group training, in French, on the Offeror’s premises (Outaouais)
  • Stream 4 – Part-time group training, in French, at a federal institution
  • Stream 6 – Part-time group training, in English, at a federal institution
  • Stream 7 – Full-time individual training, in French
  • Stream 8 – Full-time individual training, in English
  • Stream 9A – Part-time individual training, in French (downtown OTT/GAT)
  • Stream 9B – Part-time individual training, in French (Outaouais)
  • Stream 9C – Part-time individual training, in French (Ottawa East)

The schedule for next sessions included errors. They should read as follows:

  • Charpentier (CLIC)
    • Session 7 (Start date: April 20, 2015)
    • Session 8 (Start date: July 13, 2015)
    • Session 9 (Start date: October 5, 2015)
    • Session 10 (Start date: January 4, 2016)
    • Session 11 (Start date: March 28, 2016)
    • Session 12 (Start date: June 20, 2016)

Attendance/absence report versus time sheet

Some federal institutions refuse to pay invoices that are not accompanied by an attendance report initialed by the learners. The contract clause requires that invoices be accompanied by a time sheet to support the number of hours of teaching provided by the teaching resource, not an attendance report. Therefore, you cannot refuse to pay an invoice if a time sheet is attached nor can you require the learner to sign or initial the time sheet of the teaching resource. 

Registration form in PDF

A department asked if it could modify the registration form to add a signature block at the end. Please note that this document can only be modified by PWGSC. We are currently in the process of reviewing the form so it can eventually replace the PWGSC-TPSGC 942‑2 form (Call-up Against a Standing Offer - PDF Format)(The following information is only accessible to federal departments and agencies). We will provide you with a copy once it becomes available.

Security clearance

For training taking place in federal institutions, teaching resources must have a Reliability security clearance. For this requirement, we request that you attach the Security Requirement Check List (SRCL) form (which can be found in Annex C of the Standing Offer) to all your call-ups to ensure that the teaching resource assigned to you has the required security clearance.

Checklist

Further to a suggestion received from one of the federal institutions committee members, a checklist of all the steps to follow to issue a call-up for each work stream will be created. We will provide you with a copy once it becomes available.

Cancellation fees

Details on applicable cancellation fees for each work stream can be found in the Procedures to follow for call-ups. Please note that a written notice is required to cancel or postpone all training. An amendment to a call-up is only required if the end date of the call-up has changed following the postponement of training.

Registration of learners for Second Language Evaluation (SLE) tests

Federal institutions are responsible for registering learners for SLE tests. The Canada School of Public Service (CSPS) is not mandated to establish a process or develop a registration form on behalf of the Public Service Commission (PSC).

Regional standing offers

The procurement process in all regions is complete. The standing offers have been issued, and the website will be updated as soon as we will receive the required information from regions.

Complaints about suppliers

We would like to remind federal institutions about the importance of forwarding complaints while the situation is ongoing (not after the fact) so we can take the appropriate corrective measures. Complaints must be sent to the following addresses:

Quality assurance survey

The Offeror must have the learners fill out the Language Training Quality Assurance Measurement Tool (QAMT) developed by the CSPS. Learners receive this measurement tool electronically or in paper format at the end of each session to determine the degree of satisfaction with the training received (the teaching resources, training program and teaching methods).

It has come to our attention that very few learners complete this questionnaire. We ask federal institutions’ cooperation to help increase awareness of the importance of this tool: it is instrumental in helping us determine and implement the appropriate corrective measures.

Self-assessment update

The Canada School of Public Service has reviewed the self-assessment tool The new version is now available on the PWGSC website. Please inform your employees who wish to enroll in part-time language training that it is recommended to use this version.
