Please carefully read the following information concerning standing offers for language training.

National Capital Region only (NCR)

1. Fall and winter 2016 Sessions

Deadlines for registering for fall and winter 2016 sessions

  1. Work stream 1—Full-time group training in French
    • Short program: 
      Session 21 (starting November 7): October 21, 2016
      Session 22 (starting January 16): December 23, 2016
    • Long program: 
      Session 16 (starting October 31): November 7, 2016
      Session 17 (starting January 30): January 13, 2017
    • Pre-Second Language Evaluation:
      Session 16 (starting November 21): November 4, 2016
      Session 17 (starting February 20): February 3, 2017
  2. Work stream 2—Full-time group training in English:
    • Session 14 (starting: December 5, 2016): November 18, 2016
    • Session 15 (starting March 6): February 17, 2017
  3. Work streams 3A, 3B, 3C, 3D, 5 and 6—Part-time group training:
    • Session 15 (starting January 3): December 9, 2016

2. Types of payment accepted for Standing Offers (direct deposit, Visa and MasterCard)

It has been brought to our attention that some departments are using types of payment that are not accepted by suppliers for paying their invoices. Please refer to the contractual clauses of the supplier’s standing offer (which differ from one supplier to another) for the types of payment accepted. You may also refer to the List of Offerors and Hourly Rates under each supplier.

Payment by direct deposit: When payment is made by direct deposit, the department is required to notify the department by email that the payment has been made (this function can be performed automatically through the federal institution’s financial system (SIGMA, SAP, ORACLE, etc.).

Electronic Data Interchange (EDI) Payments: EDI payments are not permitted, because it is impossible for the supplier and the financial institution (banks and credit unions) to locate the invoice for the payment.

3. Language Learning Plans—Full-time training only

National Capital Region: The procedures for obtaining language learning plans remain unchanged. Language learning plans are mandatory and can be produced only by the Canada School of Public Service. In the case of an urgent need, please inform the School when you submit your request, to: apprentissagelinguistique-languagelearning@csps-efpc.gc.ca.

Other Regions: Language learning plans are no longer produced by the Canada School of Public Service for full-time training, but a language assessment is still mandatory. Please consult the changes to the standing offers for more details, or contact the Public Services and Procurement Canada standing offer authority for your region.

4. Standing offers expiring in August and September 2016

All standing offers expiring in August and September 2016 have been extended until September 2017. 

5. Security requirements (for work streams where training is given on the federal institution’s premises)

Only the security requirements set out in the standing offer apply to the supplier. Finger prints and access cards are not part of the standing offer security requirements.
