Airlift Capability Project - Strategic (ACP-S) and Tactical (ACP-T)

Hercules Aircraft

The current Hercules fleet consists of 32 aircraft of varying models and vintages of which three have been retired based on flying hours. The objective of the Airlift Capability Project is to replace the Canadian Forces' aging Hercules fleet with new Strategic and Tactical airlift capability.

The Strategic aircraft consists of the acquisition of four Boeing C-17 aircraft through an Advance Contract Award Notice and subsequent Direct Commercial Sale and two Foreign Military Sales (FMS) cases with the United States Air Force (USAF). One FMS case will cover 20 years of in-service support (through USAF to Boeing for worldwide support) with options to extend to the estimated life expectancy of the aircraft. The second FMS case will cover initial support for operator and maintainer training with options to extend to the estimated life expectancy of the aircraft.

The Tactical aircraft will be procured through the issuance of a Solicitation of Interest and Qualification to qualify potential bidders and their proposed aircraft. Following the issuance of the list of qualified bidders:

  • If two or more qualified bidders - proceed with a competitive request for proposal for the acquisition of the aircraft and integrated support where bidders are allowed to team with a support provider of their choice and the evaluation methodology is based on "best value" or,
  • If only one qualified bidder - proceed with a sole source request for proposal with the qualified bidder. After negotiations are finalized, approvals obtained and contract awarded for the acquisition of the aircraft, the contractor will be required to undertake an open and fair competitive solicitation for the provision of the in-service support. The outcome of this solicitation would be one of many deliverables under the contract and form the basis, of a negotiation for amendment to the contract to include in-service support provisions.
