Recommendation 1

Work with PWGSC's provincial counterparts on the PMC to clearly delineate the province's dual roles and garner full participation of NSTPW in providing project oversight

OPI

  1. Regional Director General, Atlantic Region as the Office of Primary Interest (OPI), and
  2. Director General, Office of Greening Government Operations as the Office of Secondary Interest (OSI)

Implementation Actions

PWGSC is negotiating a Final Cost Share Agreement with NSTPW with intent to clearly delineate the roles of the Sydney Tar Ponds Agency (STPA) as implementer and NSTPW as funding partner with PWGSC. An appendix to the Final Cost Share Agreement is the Project Management Framework, which will also be amended to clearly delineate the roles of the STPA and NSTPW.

Action Implementation Date(s)

Final Cost Share Agreement to be signed by PWGSC and NSTPW once approved by Treasury Board and NS Government. Expected date April 2007 for Ministerial signature.

Recommendation 2

In partnership with NSTPW, review the terms of reference and operation of committees established to ensure they are consistent with the governance framework

OPI

  2. Director General, Office of Greening Government Operations as the Office of Secondary Interest (OSI)

Implementation Actions

2a. PWGSC is negotiating with NSTPW for the Final Cost Share Agreement and is reviewing operations of committees and will make recommendations to Project Management Committee.

2b. The agreed changes will be captured in the revised Project Management Framework as attached to the Final Cost Share Agreement.

2a. Revisions to Terms of Reference of committees to be forwarded to PMC in February 2007.

2b. Expected date April 2007 for Ministerial signature.

Recommendation 3

In partnership with NSTPW, examine the project payment mechanism to identify adjustments to enable the timely processing of payment applications.

  2. Director General, Office of Greening Government Operations as the Office of Secondary Interest (OSI)

Implementation Actions

PWGSC in negotiations with NSTPW for the Final Cost Share Agreement will review process for payment applications and reporting requirements to ensure timely processing of payment applications.
