Long Description
Program Objectives:
- To ensure Canadians have continuing access to centralized federal government publications
- To protect intellectual property found in federal government publications
Activities:
- Educate users, promote and market PDS services, products and related GC policies to internal and external users, as appropriate
- Maintain integrity of the GC publications database by searching for missing publications
- Negotiate, harvest, collect and input into GC publications database and central licensing databases
Activities linked to Deliver Services:
PUBLISHING:
- Develop marketing plan for the sale of government publications
- Coordinate all publication-related marketing activities in collaboration with government departments
- Communicate the channels to obtain government publications to the general public, booksellers and distributors
- Negotiate sales and distribution contracts with booksellers
- Process orders / payments received from the general public, booksellers and distributors
- Management of legislated publications, co-publishing agreements and priced publications for departments that do not have delegated authority
- Estimate the market and determine the list price of publications
- Negotiate co-publishing agreements, royalties and payment schedules
- Coordinate the printing of publications
- Dispose of surplus stock or distribute to other entities
DEPOSITORY SERVICES:
- Compile and distribute the Weekly Checklist of new publications in print and electronic formats
- Purchase government publications, licensed and co-published products required to ensure public accessibility
- Process and distribute orders as requested
- Develop, maintain and upgrade the GC Publications Database
- Issue GC catalogue numbers to government departments
- Register planned publications in the GC Publications Database
- Catalogue departmental publications in the GC Publications Database
- Compensate government departments that have delegated authority for the cost of priced publications for deposit
- Make legal deposit of all catalogued government publications with LAC
CROWN COPYRIGHT AND LICENSING:
- Investigate potential infringements identified by government departments
- Notify infringers of potential infringement
- Confer with legal counsel about potential criminal sanctions and take appropriate action to rectify infringements (if any)
- Apprise government departments of the results of investigations, recent developments and potential criminal sanctions
- Receive and process clearance requests from the general public or transmit them to the appropriate government department
- Negotiate and issue license agreements for the commercial and non-commercial reproduction, translation, revision and adaptation of free and priced publications
- Negotiate royalties and the schedule of payments or exchange of services in lieu for the commercial reproduction of priced and free publications

- Increased number of GC publications in depository libraries
- Decreased GC distribution costs to depository libraries and the general public

- Increased availability of GC published information in authorized third-party publications
- Decreased number of infringements and unauthorized use of third-party publishers
- Increase efficiency of investigations and recourse
Intermediate Outcomes of Deliver Services:
- Increased accessibility of GC publications and the information and knowledge therein by the general public and federal organizations through the on-line GC publications database, retail channels and the depository library network
- Increased preservation of GC publications information for posterity
- Increased accessibility and protection of Crown copyrighted works as well as dissemination of the information in third-party publications and other media
Ultimate Outcomes of Deliver Services:
- Contributes to Canadians being better informed and more knowledgeable, which can lead to innovation, increased productivity and prosperity, as well as societal and cultural benefits
- Contributes to the effective management of Crown copyright
