Part I—Election to Pay for Pensionable Service (Regular Force Member Only)

Section C

A regular force member who became a contributor on or after March 1, 2007 and who elects to pay for pensionable reserve force service under clause 6(b)(ii)(G) or (H) of the Canadian Forces Superannuation Act, as adapted by subsection 12.2(2) of the Canadian Forces Superannuation Regulations.

This election is for all of the contributor’s pensionable reserve force service. The contributor may opt, under paragraph 7(1)(g) of the Act, as adapted by subsection 12.4(1) of the Canadian Forces Superannuation Regulations, to pay less than the full amount for this service and any related benefit will be proportionately reduced.

Part II—Election to Repay Annuity or Annual Allowance Drawn During a Period of Service in the Reserve Force

To be completed by a contributor who is a regular force member and who was in receipt of an annuity or annual allowance under Part I of the Canadian Forces Superannuation Act during the period of reserve force service for which the contributor is making an election to pay.

I elect, under subsection 41(4) of the Canadian Forces Superannuation Act, as adapted by section 8.4 of the Canadian Forces Superannuation Regulations, to repay the part of the annuity or annual allowance that was paid to me under that Act during the period of reserve force service for which I am making an election to pay.

I will make payment, in a lump sum, no later than 120 days after the date of the notice advising me of the amount due.

Instructions to regular force member

1. Completion of the form

Care should be taken when completing this form since, a service buyback is a binding, irrevocable agreement. Please ensure that the dates of the service which you enter are complete and accurate.

Buyback Types

Past Service in the Canadian Armed Forces (CAF) including:

  • Buyback of Regular Force Service
  • Buyback of Reserve Force Service for member who enrolled prior to 1 March 2007
  • Buyback of Reserve Force Service for member who enrolled on or after 1 March 2007
  • Regular Force Opted out Leave without Pay (LWOP)
  • Top Up of Previous Part I.1 Contributions

Public Service (PS), Royal Canadian Mounted Police (RCMP), Foreign Service of Her Majesty including:

  • Prior service in the naval, army or air forces of Her Majesty
  • PS for which you have been paid or will be paid a return of contributions
  • PS while not a contributor
  • RCMP for which you have been paid or will be paid a return of contributions
  • RCMP while not a contributor

If you are currently entitled to an Immediate Annuity, Annual Allowance or Deferred Annuity under the Public Service Superannuation Act (PSSA)/ Royal Canadian Mounted Police Superannuation Act (RCMPSA) and wish to surrender your benefit entitlement to the CFSA, please complete form CFSA 103 “Election to Surrender Annuity or Annual Allowance under Public Service Superannuation Act or Royal Canadian Mounted Police Superannuation Act” instead of the CFSA 100.

If you are eligible to buy back prior service and you have access to the Secure Canadian Armed Forces pension web applications, please use the service buyback estimator to estimate the cost of purchasing past service.

If you are eligible to buy back prior service other than Reserve service and you do not have access to the Secure Canadian Armed Forces pension web applications, please contact the Government of Canada Pension Centre.

For Regular Force members who wish to buyback prior Reserve Service

If you are eligible to buy back prior Reserve service and you have access to the Secure Canadian Armed Forces pension web applications, please use the service buyback estimator to estimate the cost of purchasing past service.

If you are eligible to buy back prior Reserve service and you do not have access to the Secure Canadian Armed Forces pension web applications, please use the Reserve service buyback calculator to estimate the cost of purchasing past service.

Note

There is no functionality on the external CAF Reserve Service Buyback Calculator to provide an estimate of PSSA, RCMPSA or Foreign Service of Her Majesty.

2. Forwarding of form

After completing the form, retain a copy for your records and forward the original immediately to:

If you are choosing to buy back Reserve service, you must sign the service buyback form within one year of written notification (1 year from the date indicated on the Notification of Plan Membership (CF-FC 2018-PF)) and forward your completed form to the Government of Canada Pension Centre (Pension Centre) within one week of signing. Failure to sign and send the form within the prescribed time will result in the service buyback being declared invalid. If you enrolled in the Regular Force prior to March 1, 2007, you may still elect your prior Reserve service on a belated basis. You will need to pass a medical exam to do so.

You can choose to buy back previous service with the Regular Force, RCMP, Public Service and Her Majesty's Forces (other than Canada) anytime before you are released from the Canadian Armed Forces. The cost for buying back service takes into account interest from the year of the service or from the date you were paid a lump-sum benefit to the date of your decision to buy back. Since this will increase with time, it is cheaper to buy back service sooner rather than later. If you buy back service later than one year after joining the Regular Force Pension Plan, you must pass a medical exam.

3. Validation of service buyback

A Regular Force member who became a contributor on or after March 1, 2007 and who elects to pay for pensionable reserve force service have the option to pay in full or in part. If the member opts to pay less than the full cost of the election, any benefits resulting from these pensionable earnings will be reduced accordingly.

Please ensure that you include all supporting documentation for Reserve service prior to April 1999 with the election. For a list of supporting documentation, please see our Canadian Armed Forces pensions website for more information.

Service Verification
Official verification of service is required to validate any service buyback. This process may necessitate time. If you are asked to help verify this service, your cooperation is essential. The initiation of deductions does not indicate acceptance of this service.

4. Lump sum payment

The plan member is responsible for completing the appropriate documents and ensuring the funds are sent to the Pension Centre. When you are paying the service buyback in full or in part by means of a lump sum payment, the payment must be sent via form CF-FC 570E to the following address:

5. Important note

Pensionable Service
Service must have occurred "prior" to enrolling in the Canadian Armed Forces Pension Plan as outlined in the legislation. Any right to a continuing pension benefit under the RCMPSA or PSSA must be surrendered prior to signing the service buyback form.
Past Service Pension Adjustment (PSPA)
A PSPA must be calculated for all service buybacks in respect of post 1989 service. Where the Canada Revenue Agency does not approve the PSPA, the service buyback will be invalid.
Monthly Deductions

If you choose to pay for your service buyback by means of monthly deductions, please note that interest and mortality charges will be applicable and will be included in the cost. The first payment will commence the first of the following month of signature of the election form. Full or partial default of the monthly deduction(s) may result if there is delay in commencing the correct monthly payment, and it may be necessary to increase your monthly payment to cover the default.

Belated Election
A medical certificate is required only for an election to count service for which the contributor failed to elect his/her service within the designated time period but is still eligible to elect (belated election). The medical examination shall be made within the period beginning 90 days before and ending 90 days after the date of signing the service buyback form, unless otherwise authorized by the Minister. Members who enrolled in the Regular Force after 1 March 2007 are not entitled to make a belated election to buyback prior Reserve Force service. Belated elections are not permitted for members of the Reserve Force Pension Plan (Part I.1).
