B.7 Authorities for Canada
(a) Contracting Authority: The Contracting Authority is the
individual identified as such in the Standing Offer and is responsible
for the management of this Contract. Any changes to the Contract
must be authorized in writing by the Contracting Authority. The
Contractor must not perform work in excess of or outside the scope
of this Contract based on verbal or written requests or instructions
from any government personnel other than the Contracting Authority.
(b) Technical Authority: If designated, the Technical Authority
is responsible for all matters concerning the technical
content of the Work under this Contract. Any proposed changes to
the scope of the Work are to be discussed with the Technical
Authority, but any resulting change can only be confirmed by a
contract amendment issued by the Contracting Authority. The Technical
Authority is the individual identified in the Call-up; provided,
however, that if no Technical Authority has specifically been identified
in the Call-up, the Technical Authority is the individual identified
as such in the Standing Offer.
(c) Delegation of Authority: The preceding authorities may
delegate their authority and may act through a duly appointed
representative within their respective departments. Canada
will notify the Contractor of any such delegation.
