SUBJECT : Canada/Quebec Pension Plan Coverage for Indians Employed by the Federal Government

The purpose of this Directive is to clarify Canada/Quebec Pension Plan deductions for Indians employed by the federal government. The following information should be noted:

  1. Indians employed by the federal government on Reserves, including those in Quebec, who are contributors under the Public Service Superannuation Act, according to Section 33 of the Statute Law (Superannuation) Amendment Act, 1966, are eligible to contribute to the Canada Pension Plan, but not to the Quebec Pension Plan.
  2. Indians employed by the federal government on Reserves, including those in Quebec, who are non-contributors to the Public Service Superannuation Act are not eligible to contribute to either the Canada or Quebec Pension Plans.
  3. Indians employed by the federal government who do not work on Reserves make the same contributions under the Canada/Quebec Pension Plan as other employees.
