SUBJECT: Implementation of Compensation Productivity Initiatives (CPI)

1. PURPOSE

1.1 The purpose of this directive is to inform you of a problem within the regional pay system (RPS) due to a CPI program release.

2. PROCEDURES/INSTRUCTIONS

2.1 Pay action code (PAC) 18S (Entitlement stop) reported by departments that were processed after November 3, 1996 did not stop the on going entitlement.

NOTE: Entitlements excluded from this problem are: Leave With Income Averaging (LIA) code (306), Pre-retirement Transition Leave (PRL) code (346) and system generated stops for Pay Equity codes 144, 245 and 288.

2.2 To correct this problem, a program release will retrieve PAC 18S transactions that processed after November 3 from the Transaction Data Base (TDB) and then reprocess these transactions. A message will be produced advising the pay office that an adjustment may be required due to the input effective "from" date.

As a result of the reprocessing of the 18S transactions for entitlements, the Pay Office will be responsible to calculate and recover, as a lump sum amount, any overpayments. The overpayment will be calculated from the effective date of the pay period in which the original PAC 18S transaction should have been updated. If an overpayment is currently being collected from an account, communication between the pay office and department will determine how the additional overpayment, if applicable, will be collected.

The department will be responsible to adjust the retroactive period, which is the period from the effective "from" date of the PAC 18S up to the end date of the pay period prior to the input of the original PAC 18S.

The Pay Office will also be responsible for issuing a supplementary payment or a refund of superannuation if the 18S transaction was submitted to stop an on-going entitlement recovery PAC 18R or to stop a non-payable entitlement such as additional earnings for superannuation, code (202). The supplementary payment or superannuation refund will be calculated from the effective date of the 18S transaction.
