SUBJECT: Automation of Final Adjustments of Basic Pay and Allowances - Temporarily Struck Off Strength and Struck Off Strength Accounts

1. PURPOSE

1.1 The purpose of this directive is to review the requirement to access "Free Form Text (FFT)" as required by Compensation Productivity Initiative - Retroactive Processing for Basic Pay for Struck off Strength (SOS) and Temporarily Struck off Strength (T-SOS) and to provide information of a general nature.

2. BACKGROUND

2.1 The above noted initiative was implemented on November 24, 1997.

2.2 Please note that because of time constraints in the implementation of Phase 2, 7B accounts are no longer part of this initiative. The Personnel Pay Input Manual will be amended accordingly.

3. PROCEDURES/INSTRUCTIONS

3.1 In Phase 1 of this initiative, we communicated that the Pay Office was responsible for notifying departments of deduction deficiencies, election arrears, Federal Tax arrears and finalization of the Pay Action Code (PAC) 02 transaction. With the implementation of Phase 2, FFT has been identified as the communication tool to be used by the Pay Office for forwarding termination data to on-line clients.

3.2 FFT will continue to be used for all 7A, 7B, 3C and 6C accounts as well as 7C accounts that are not automated, as specified in Phase 1.

The Regional Pay System will produce warning message WA4 "Automation cannot be done. Adj. req'd by PO" on all 7C accounts that are not automated.

For 7C automated accounts, FFT is used only to communicate the deductions not collected from a final adjustment.

3.3 Departments are to access the FFT screen in the following SOS situations and take appropriate action:

  • When the account is SOS.
    The Pay Office will look at the final payment and record in FFT the deduction(s) and amount(s) not collected from the final adjustment(s) because there are insufficient funds or there is no payment from which the deductions can be collected.
  • When the number of transactions exceed 18 on the Allowance/Deduction portion of the Master Employee Record.
    The Pay Office will record the deductions to be collected in FFT.
