SUBJECT: Pay Rate Implementation Bulletin

1. PURPOSE

1.1 The purpose of this directive is to advise Compensation Advisors in departments of a change in the method of communication when a new collective agreement is to be implemented.

1.2 In this text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 Previously, implementation schedules were announced using a broadcast message through the Regional Pay System. A new method of communication called the Pay Rate Implementation Bulletin will be put into place to disseminate this information. It will provide Compensation Advisors in departments more advanced notice as well as permanent record as to when a collective agreement is to be implemented.

3. POLICY

3.1 The Pay Rate Implementation Bulletin has been created by Public Works and Government Services Canada (PWGSC) to advise Compensation Advisors in departments of the various implementation dates for new collective agreements.

3.2 Once PWGSC is advised that a new collective agreement is signed, then a Pay Rate Implementation Bulletin will be issued. This bulletin will contain the following information:

  • Signing date and expiry date of the new collective agreement;
  • Notification of any retroactive increases and scheduled update to the Pay Rates Control File;
  • Notification of any changes to the occupational group pay structure, e.g. Adding or deleting steps;
  • Notification of any signing bonus;
  • Notification of processing schedule.

4. PROCEDURES/INSTRUCTIONS

4.1 When a Pay Rate Implementation Bulletin is issued it will be posted on the "What's New" page of the Compensation Sector Web site. This page can be found at the following address:

These bulletins will be retained for a period of two months on this page. They will also be available on the "Bulletins" page of the Compensation Sector Web site until they are replaced by a new bulletin for that particular group. The address for this site is:
