SUBJECT: New allowances for employees of the Operational Services Group (SV)

1. PURPOSE

1.1 The purpose of this directive is to provide information on the new allowances described in the Operational Services (SV) Group's collective agreement signed November 19, 2001, and is available on the following Treasury Board Secretariat (TBS) Web sites:

1.2 In this text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 TBS will offer various allowances to certain employees within the Operational Services Group. Please refer to the following articles of the collective agreement for more information: Height Pay (article 8.01 of Appendix B), Dangerous Goods (article 6.01 of Appendix C), High Angle Rescue Allowance (article 7.01 of Appendix A), Rotational Light Station Food Allowance (Annex C of Appendix F) and Nuclear Emergency Response Team (article 7.02 of Appendix A).

3. POLICY

3.1 These allowances are effective November 19, 2001.

3.1.1 These allowances are not considered part of salary. As a result entitlements related to pay situations (such as promotions or acting pay) will not be recalculated. These allowances are not to be used in calculating 4% gratuity or other entitlements such as premium pay in lieu of statutory holidays.

3.2 Height Pay Allowance -- General Labour and Trades This new entitlement will be paid to employees classified as part of the General Labour and Trades (GL) group.

3.2.1 Effective November 19, 2001, an employee shall be paid a height pay allowance equal to twenty-five (25%) percent of his hourly rate of pay on a prorata basis for actual time worked: a) on land-based towers where they are required to work thirty (30) feet or more above the ground; b) for installation or repair work at a height of thirty (30) feet above the ground, on the side of buildings, ships or structures where the method of support is by moveable platform (excluding manlifts); c) for repair work at a height of thirty (30) feet or more above the ground, on cranes where no scaffolding exists.

3.3 Dangerous Goods Allowance -- General Services This new entitlement will be paid to employees classified as part of the General Services (GS) group.

3.3.1 An employee certified pursuant to the Transportation of Dangerous Goods Act and who is assigned the responsibility for packaging and labeling of Dangerous Goods for shipping in accordance with the above Act, shall receive a monthly allowance of seventy-five dollars ($75) for each month where the employee maintains such certification.

3.3.2 If an employee is on Leave Without Pay (LWOP) for a full calendar month, he is not entitled to the allowance for that month. This allowance is not prorated for part-time employees.

3.4 High Angle Rescue Allowance -- Firefighters This new entitlement will be paid to employees classified as part of the Firefighters (FR) group.

3.4.1 Employees who obtain and maintain certification in technical rescue operations and are assigned high angle rescue responsibilities in situations/incidents, other than rescue operations conducted at fires or crashes, specifically involving the rescue of individuals trapped beyond the reach of aerial ladder truck capabilities, on cranes, in Dry Docks or buildings, shall receive a monthly allowance of seventy-five dollars ($75).

3.4.2 If an employee is on LWOP for a full calendar month, he is not entitled to the allowance for that month. This allowance is not prorated for part-time employees.

3.5 Rotational Light Station Food Allowance -- Lightkeepers This new entitlement will be paid to employees classified as part of the Lightkeepers (LI) group.

3.5.1 Effective November 19, 2001, a Lightkeeper shall be entitled to an allowance of one hundred dollars ($100) for each on-duty period that he is assigned to a rotational light station.

3.5.2 This allowance is not prorated for part-time employees.

3.6 Nuclear Emergency Response Team Allowance -- Firefighters This new entitlement will be paid to employees classified as part of the Firefighters (FR) group.

3.6.1 Firefighters working in firehalls at the Canadian Forces Base (CFB) Esquimalt and CFB Halifax, who are designated and trained as members of a Nuclear Emergency Response Team, maintain their qualifications and are assigned relevant duties, shall receive a monthly allowance of one hundred and fifty dollars ($150).

3.6.2 If an employee is on LWOP for a full calendar month, he is not entitled to the allowance for that month. This allowance is not prorated for part-time employees.

3.7 The Public Service Staff Relations Act (PSSRA) requires that collective agreements be implemented within 90 days after the date of their signature. Consequently, all pay adjustments, including the allowances described above, shall be received by February 17, 2002.

4. PROCEDURES/INSTRUCTIONS

4.1 Compensation Advisors are responsible to ensure that the payment of these allowances is received by eligible employees no later than February 17, 2002.

4.2. Height Pay Allowance

4.2.1 This allowance will be paid as a lump sum amount, using the existing entitlement code 096 (Height Pay).

4.2.2 This new allowance is subject to the following:

  • Federal/Provincial Income Tax
  • Employment Insurance (EI)
  • Quebec/Canada Pension Plan (QPP/CPP)

4.3. Dangerous Goods Allowance

4.3.1 This monthly allowance will be paid using the new entitlement code 332 (Dangerous Good All). The Deduction Entitlement Control File was updated on January 15, 2002.

4.3.2 Compensation Advisors are responsible to make the required adjustments when an employee is on LWOP for a full calendar month.

4.3.3 This new allowance is subject to the following:

  • Federal/Provincial Income Tax
  • EI
  • QPP/CPP
  • Disability Insurance (DI) and Long Term Disability (LTD)
  • Public Service Superannuation (PSSA)
  • Supplementary Death Benefit Plan (SDB)

4.4. High Angle Rescue Allowance

4.4.1 This monthly allowance will be paid using the new entitlement code 326 (High Angle Rescue). The Deduction Entitlement Control File was updated on January 15, 2002.

4.4.2 Compensation Advisors are responsible to make the required adjustments when an employee is on LWOP for a full calendar month.

4.4.3 This new allowance is subject to the following:

  • Federal/ Provincial Income Tax
  • EI
  • QPP/CPP
  • DI and LTD
  • PSSA
  • SDB

4.5. Rotational Light Station Food Allowance

4.5.1 This new allowance will be paid using the new entitlement code 325 (Rot Light St Food). The Deduction Entitlement Control File was updated on January 15, 2002.

4.5.2 This new allowance is subject to the following:

  • Federal/Provincial Income Tax
  • EI
  • QPP/CPP

4.6. Nuclear Emergency Response Team Allowance

4.6.1 This new monthly allowance will be paid using the new entitlement code 324 (Nuclear Emergency All). The Deduction Entitlement Control File was updated on January 15, 2002.

4.6.2 Compensation Advisors are responsible to make the required adjustments when an employee is on LWOP for a full calendar month.

4.6.3 This new allowance is subject to the following:

  • Federal/Provincial Income Tax
  • EI
  • QPP/CPP
  • DI and LTD
  • PSSA
  • SDB

4.7 Please refer to section 4-4-18, 9-5-2 and 14-6 of the Personnel Pay Input Manual (PPIM) for pay input requirements at the following Web site: ppim menu

4.8 The Personnel Pay Input Manual will be updated to incorporate the relative information contained in this Compensation Directive.
