SUBJECT: Changes to the Procedure for the Recovery of Ongoing Leave Without Pay (LWOP)

1. PURPOSE

1.1 The purpose of this directive is to provide you with information concerning changes to the procedure for the recovery of ongoing leave without pay (LWOP) in the Regional Pay System (RPS).

1.2 These changes will come into effect on December 9, 2005.

2. BACKGROUND

2.1 In June 1996, a new entitlement code (code 383) was created in the RPS, to allow for the automatic reporting of partial ongoing LWOP, rather than entering repeated recoveries using closed period transactions.

Since the actual days of LWOP are not identified by the Reduction-Commence (REC) 383 transaction, the Contributor System (CS) records only the ongoing LWOP status and ignores the fact that the LWOP is for a partial period. The CS requires identification of the actual days without pay otherwise the information is treated as a full period.

The results of an operational review have indicated that entitlement code 383 has been used in only 1100 instances since 1996. Following discussions with the Treasury Board Secretariat, it has been agreed that, due to the limited use of this code and the impact on pension data integrity, this process should be eliminated from the RPS.

3. POLICY

3.1 Effective December 9, 2005, entitlement code 383 will be removed from the Deduction/Entitlement Control File of the RPS and compensation advisors will no longer be able to use this entitlement for reporting ongoing LWOP.

3.2 Entitlement code 301 must be used to report periods of ongoing LWOP.

4. PROCEDURES/INSTRUCTIONS

4.1 Compensation advisors will be required to stop all existing 15C 383 transactions before December 9, 2005.

4.2 Compensation advisors will also be responsible for the input of any LWOP transactions using entitlement code 301, as per the current process for this action.

4.3 Entitlement code 384 will remain available in the RPS to reinstate basic or acting pay for a period previously reported with pay action code 15C 383.

4.4 Please refer to sections 4-4-15 and 14-7 of the Personnel-Pay Input Manual (PPIM) for the pay input requirements.

4.5 The PPIM will be updated to incorporate the changes contained in this compensation directive.
