SUBJECT: Tax Slips Availability on the Compensation Web Applications

Note: This application is available only to those departments and agencies that have implemented the Compensation Web Applications (CWA).

1. PURPOSE

1.1 The purpose of this directive is to provide compensation advisors with information concerning an enhancement to the "Statement of Earnings (Pay Stub)" Web application which will allow employees and compensation advisors to view and print copies of their tax slips. This application will be renamed "Statement of Earnings (Pay Stub) and Tax Slips" effective February 18, 2008.

2. BACKGROUND

2.1 This initiative is an expansion to the existing "Statement of Earnings (Pay Stub)" Web application. Its objective is to create a repository for the most common tax slips issued to employees paid by the Regional Pay System (RPS) and to provide Web access to this data for employees and compensation advisors who have enrolled in the Compensation Web Applications (CWA).

3. TAX SLIPS

3.1 The tax slips included in this initiative are:

  • T4 - Statement of Remuneration Paid
  • T4A - Statement of Pension, Retirement, Annuity, and Other Income
  • Relevé 1 - Employment Income and Miscellaneous Income
  • Relevé 2 - Retirement Income and Annuities

3.2 The following tax slips are not included in this initiative due to their low volume:

  • T4A-RCA - Statement of Distributions from a Retirement Compensation Arrangement
  • T5 - Statement of Investment Income
  • Relevé 3 - Investment Income
  • QRLSP - Statement of Qualifying Retroactive Lump Sum Payment

4. PROCEDURES/INSTRUCTIONS

4.1 The options to view and print tax slips are available to employees and compensation advisors by selecting the application "Statement of Earnings (Pay Stub) and Tax Slips" at: Compensation Sector and following the instructions.

4.2 The application will keep a record of all tax slips issued to a maximum of seven (7) years commencing with the 2007 taxation year. Please note that only original tax slips and system generated amended tax slips will be available through the "Statement of Earnings (Pay Stub) and Tax Slips" Web application. When amendments are issued, they will not overwrite the content of the previously issued original or amended tax slips.

4.3 Amended tax slips prepared manually by the Public Works and Government Services Canada (PWGSC) Regional Service Offices will not be displayed in the application. A message within the application will inform employees that questions pertaining to their manually amended tax slips must be directed to their departmental compensation advisor. Starting with the 2008 taxation year, employees will have the option to stop the printing of their tax slips.

4.4 Departments and agencies will continue to receive both the employer and employee copies of all the tax slips for their employees as per the current process and must continue to distribute the pertinent copies to their employees.

4.5 Compensation advisors with access to CWA will be able to view and print the employer and employee copies while employees will only be able to view and print the employee copy.

4.6 The tax slips printed from the Web will be displayed in exactly the same format as the laser printed copies. Employees can use either version to file their income tax returns.

4.7 Where an employee has transferred from one department or agency to another, all tax slips issued by the current and previous departments or agencies will be available for viewing and printing by the employee and compensation advisor.

4.8 Employees in dual employment and dual remuneration situations will be able to view and print copies of their tax slips from both departments or agencies. The compensation advisors will have access to the tax slips from their respective department or agency. They will also be able to access the tax slips from any previous department or agency from which the employee has been struck off strength (SOS).

4.9 Pay offices will continue with the current business practice when issuing an amended and/or original tax slip.
