1. The Compensation Business Line training component is committed to the development, delivery and validation of a National Compensation Training Program which provides continuing training, that includes introductory and advanced courses, as well as one-time training, as dictated by business requirements, in pay, pension and insurance matters for external clients.
2. The Compensation Business Line training component is committed to the delivery of its continuing core courses as advertised in the Public Works and Government Services Canada (PWGSC) National Course Outline and regional calendars published on the PWGSC Compensation Sector Web site during the fourth quarter of each fiscal year. Postponement or cancellation of a course will only be considered as a last resort.
1. Training will be delivered from eight PWGSC sites, namely the six pay office sites, (Halifax, Montréal, Toronto, Ottawa, Edmonton and Vancouver) and two remote classroom sites, (St-John's, Newfoundland and Winnipeg, Manitoba).
2. The regional practice of providing training in client locations or in locations close to the clients is encouraged as long as class size and costs make it efficient to do so.
3. PWGSC will endeavor to offer each pay, pension and insurance course at least once per fiscal year in each of its delivery sites. Additional courses will be offered based on client demand.
4. Experience and course prerequisites will be adhered to unless a client invokes that there are extenuating circumstances, such as time constraints.
5. A minimum of six participants is required to render delivery services financially viable.
6. Client requests for customized courses will be considered, on a cost recovery basis, if time and resources are available.
This policy rests on the following principles:
Compensation training is intended primarily for officers responsible for compensation administration within organizations to whom Public Works and Government Services Canada (PWGSC) renders payroll, insurance and/or pension services. The National Course Outlines provide the particulars related to each course. Each regional training group is responsible for the establishment of their own course calendar. You can find your region's course calendar by accessing the regional training group Web site for your region. Application forms must be forwarded via the training Web site to your regional training group at least six weeks prior to the course start date. Seats will be reserved on a first-come, first-served basis. Should a course be full, send your application for the selected course, as you would normally do, to your regional training group and indicate the month during which you would prefer to take the course. They will get back to you shortly after receiving your application to let you know the status of your application. They may offer you alternate dates for the course or add your name to a waiting list. There are no direct costs for clients when attending training courses with the regional training groups.
Public Works and Government Services Canada (PWGSC) is committed to delivering its calendar of courses as advertised. However, if there is an insufficient number of participants registered or circumstances occur that would jeopardize the achievement of a course objective, PWGSC reserves the right to postpone or cancel the scheduled course offering.
As soon as it is known that a participant will not be able to attend a scheduled course, the client department must submit a cancellation form via the training Web site to avoid cancellation fees. No charges will apply if the cancellation notice is received at least ten (10) working days prior to the course start date.
The department or organization of the participant who fails to attend the course ("no show") or who cancels less than ten (10) working days prior to the course start date will be invoiced $100 per scheduled day of training. When a written or verbal notification (e.g. email or telephone) is received in advance, PWGSC will accept an appropriate substitute who meets the prerequisites of the course as indicated in the National Course Outline. In all cases, a registration form is required for the substitute.
Please note that PWGSC will adhere strictly to this cancellation, rescheduling, and "no show" policy.
