Subsection: DUAL EMPLOYMENT

SUMMARY

Instructions on reporting and processing transactions to Commence, Stop and Amend dual employment.

DEFINITIONS

DUAL EMPLOYMENT

When an employee is on extended leave without pay (LWOP) and is appointed to another position, on a temporary basis, in the same or in another department.

SUBSTANTIVE EMPLOYMENT

When an employee occupies on an on-going basis, employment related to his regular position(s).

SECONDARY EMPLOYMENT

When an employee is engaged in employment related to a position occupied during (LWOP) from his regular positions only.

DEPARTMENTAL REPORTING -- COMMENCEMENT OF DUAL EMPLOYMENT

PROCEDURES

To report the various dual employment situations, proceed as follows:

  • SECONDARY EMPLOYMENT - SAME DEPARTMENT, SAME PAY OFFICE:

    • Department

      SUBMIT a Pay Action Code (PAC) 14 to reinstate the account that is now temporarily struck off strength (T-SOS).

      SUBMIT a PAC 12 or 35, as applicable, to change the paylist of the employee to that of the secondary employment.

      SUBMIT a PAC 05 to change the status to that of the secondary employment, note the Pay Office, Department and Paylist applicable to the substantive employment in Field 72, and show Code 13 or 64 in Field 39.

      COMMENCE, STOP OR AMEND entitlements and deductions, as necessary, to reflect the eligibility, consistent with the secondary employment.

  • SECONDARY EMPLOYMENT - DIFFERENT DEPARTMENT OR PROCESSED BY A DIFFERENT PAY OFFICE:

    • Secondary Department

      SUBMIT a PAC 01 for the secondary employment showing the status of the secondary employment, note the Pay Office, Department and Paylist applicable to the substantive employment in Field 72 and show Code 13 or 64 in Field 39.

      REPORT the start of appropriate entitlements and deductions (include a PWGSC-TPSGC 565 if Canada Savings Bonds deductions are to continue).

DEPARTMENTAL REPORTING -- ENDING DUAL EMPLOYMENT

PROCEDURES

The following procedures apply:

  • SUBSTANTIVE EMPLOYMENT - SAME DEPARTMENT, SAME PAY OFFICE:

    • Substantive Department

      SUBMIT a PAC 05 to restore the substantive status of the account including status fields (e.g. Field 39).

      SUBMIT a PAC 12 or 35 (as applicable) to revert to the original paylist.

      COMMENCE, STOP OR AMEND entitlements and deductions, as applicable.

      SUBMIT a PAC 13 to resume LWOP or a PAC 02 to SOS the employee, if applicable.

      NOTE: Payments for substantive employment resume unless a PAC 02 or 13 is reported.

  • SUBSTANTIVE EMPLOYMENT - DIFFERENT DEPARTMENT OR PAY OFFICE:

    • Secondary Department

      SUBMIT a PAC 02 for the secondary employment, note the Pay Office, Department and Paylist applicable to the substantive employment in Field 72.

  • IF LWOP DOES NOT CONTINUE:

    • Substantive Department

      SUBMIT a PAC 14 to resume substantive employment, or

      SUBMIT a PAC 02 to SOS the employee in the substantive employment.

      NOTE 1: If LWOP continues, and no particular report to SOS or RE- Take-on-Strength (TOS) the employee in the substantive employment is submitted, the existing LWOP status of the substantive employment automatically continues to be in effect.

      NOTE 2: The override indicator "X" must be completed on the PAC 02 to ensure that automatic finalization of the account is NOT done.

      COMMENCE, STOP OR AMEND deductions and entitlements appropriately (include a PWGSC-TPSGC 565 to advise of Canada Savings Bonds deduction status, if applicable).

DEPARTMENTAL REPORTING -- DUAL EMPLOYMENT CEASES DUE TO ACCEPTANCE OF NEW SUBSTANTIVE EMPLOYMENT OR SUBSTANTIVE TERM POSITION ENDS

SITUATION

When an employee is currently in "dual employment" and

  1. accepts a substantive position with the secondary department and the original position is to be vacated,

    OR

  2. the substantive position is a term position that ceases due to "end of term" and the secondary position becomes the substantive position,

    then "Dual Employment" is to cease.

PROCEDURES

The following procedures will apply:

  1. WHEN THE ORIGINAL SUBSTANTIVE EMPLOYMENT IS IN THE SAME DEPARTMENT AND WITHIN THE SAME PAY OFFICE, INSTEAD OF REVERTING TO THE ORIGINAL SUBSTANTIVE EMPLOYMENT STATUS:

    • Department

      SUBMIT a PAC 05 so that Field 39 reflects the pension status of the new substantive employment, followed by pay actions as appropriate.

      COMMENCE, STOP OR AMEND entitlements and deductions appropriately.

  2. WHEN ORIGINAL SUBSTANTIVE EMPLOYMENT IS IN A DIFFERENT DEPARTMENT OR PAY OFFICE:

    • Secondary Employment Department

      SUBMIT a PAC 02* to cease the secondary employment, noting the Pay Office, Department, Paylist applicable to the substantive employment in Field 72.

      ARRANGE a transfer with the current substantive employing department.

      SUBMIT a PAC 04*, plus related pay actions, to establish the new substantive employment.

      NOTE 1: For administrative purposes, the TOS date must be used as the EFFECTIVE FROM date on the PAC 02 and PAC 04.

      NOTE 2: The override indicator "X" must be completed on the PAC 02 to ensure that automatic finalization of the accounts is NOT done.

    • Substantive Employment Department

      | SUBMIT a PAC 03 as arranged with the secondary employment department, noting in free form text (FFT) that the employee was on LWOP with dual employment

      NOTE: Use the same effective date as the PAC 04.
