Recent public statements have suggested that Public Services and Procurement Canada is blaming public servants for the current pay issues they are facing. I want to assure you that this is not the case.
My department is responsible for the implementation of Phoenix, and we take full accountability. This situation is completely unacceptable, and we are working very hard to fix it.
We underestimated the number of changes Phoenix would introduce and the associated learning curve, and we are now working with all departments and agencies to ensure that employees are paid accurately and on time.
I thank all employees for their patience and dedication.
