Please be advised that when using the retaken on strength (RE-TOS) calculation system, elements 710, 798, 930, 931, 932, and 957 are not necessary for the calculation of the disability insurance (DI) and long-term disability (LTD) insurance estimates.

The Consolidated System Control Division will do the following bulk changes for the British-Columbia Medical Services Plan rates, deduction code 692. The rate changes for the BC medical plan is effective December 1, 2011, for January 2012 coverage.

Due to unforseen delays in the production of a number of reports which have an impact on Statements of Remuneration, there will be an unscheduled supplementary update on February 2, 2012. This will allow the impacted pay offices time to process the necessary transactions to update the 2011 T4/Relevé 1 slips. The compensation community is advised that any transaction input by 2 p.m. February 2, 2012 (Ottawa time) will be processed during this unscheduled update.

The following is to advise you that the on-line regional pay systems CV26, CV66 and CV72, will not be available from 14:30 on Saturday, January 28, 2012 EST, until 09:00 on Sunday, January 29, 2012 EST.
2011 12 15
Please be advised that Master File Initialization and Year End 2011 processes will be placed into production the evening of Thursday December 15, 2011. The Systems and Business Integration Directorate in conjunction with Information Technology Services Branch (ITSB) and the Halifax Regional Pay Office will conduct Operational Testing the morning of December 16, 2011.
The On-line system is normally brought up each morning at 5:30 a.m. and we are anticipating the same on December 16, 2011. If, for unforeseeable reasons we can not bring the on-line system up we will advise you via the Compensation Website under Pay Systems - What's new and you are encourage to check there for updates. We will also advise the Regional Managers, via email, accordingly and with an estimated time of the system being brought back on-line.
Thank you for your cooperation and patience during this test.

REMINDER : This is a simple reminder that the reason for leaving code 14 - Age (entitled to an immediate annuity) must no longer be used for retirement purposes. Refer to Compensation Directive 2011-004.
2011 12 02
This pertains to the retention allowance for AS-02 compensation advisors. Please note that for eligible part-time employees, the allowance is to be prorated in accordance with their Assigned Work Week (AWW). The Compensation Directive 2011-008 will be updated shortly to reflect this change.

REMINDER: Prior to the input of an Miscellaneous Staffing Action (MSA)/PAC05, please verify the account's tombstone data for the period covered by the MSA to ensure the right codes are reported in the different fields (ex. Employee type, Pension type, AWW). If the MSA is for a previous period only, the transaction must be done with a closed period. If the MSA is done with an open period, the data in the transaction will override the current data on the master file.

Please note that the Royal Bank of Canada has deposited, by error, the regular pay and supplementary pay of November 23, 2011, twice in some employees' bank accounts. If you receive an inquiry in this regard, please inform employees to contact their financial institution.

The following is to advise you that for the weekend of November 26 & 27, 2011 some of the functions within the Central Index (CI) system will be unavailable, due to major system upgrades. The INQUIRE (INQ) screen will be available to allow users to view information but the ADD (ADD) and CHANGE (CHG) screens will be unavailable.

Reminder: When an employee in a dual remuneration situation proceeds on leave without pay in one or both positions, the dual remuneration situation remains. DO NOT change the status to a dual employment situation.

Reminder: Please pay special attention when updating interrelated fields on Taken On Strength (TOS)/Transfer-In (TIN) and Miscellaneous Staffing Action (MSA) transactions, such as employee type code, assign work week, pension type and death benefit eligibility codes. These must be congruent when a TOS or TIN is reported as well as when a change is made to one field that has an effect on another with an MSA. For example, if the employee changes from a full-time status to a part-time status, the employee type code and assign work week must both be changed. If the hours of work go below 12 hours per week for an employee that is a contributor to the Pension Plan, the pension type and Death Benefit (DB) eligibility codes must both be changed.

Reminder: When reporting a PAC13/T-SOS, the "Effective From" date is the date the leave without pay period begins (first compensation day). To place the account in pending T-SOS "Y" status, the "Effective From" date is the first day of the current pay period.
2011 11 03
When reporting a Pay action code (PAC)02/ Struck off strength (SOS), the "Effective From" date is the calendar day immediately following the last working day the employee actually worked (or was on authorized leave with or without pay). Therefore for employees working a standard work week, from Monday to Friday, the SOS "Effective From" date is never the Sunday or Monday morning. However, when the SOS reason is due to death in service, always use the calendar day following the date of death.

Please note that this year, the client region online system areas (i.e. CV66, CV72) will incur an extended period of unavailability and will shutdown at 12:00 (as opposed to 18:00 normally) on Saturday November 19th, 2011 due to the King Edward Data Centre (KEDC) annual power down.
There is also a possibility that the online areas will not be available until 12:00 (as opposed to 10:00 normally) on Sunday November 20th, 2011.

This is to inform you that a problem was encountered in the production environment with the implementation of CR2376 (Edit on TOS for Dual Remuneration situations) effective October 13/2011. Under specific condition, the error message "U57 - Active PRI - see OEI screen - Dual Rem. Code Req'd in F19" was produced in error to reject TOS transaction (PAC01). A program change to fix this problem will be release on October 18, 2011. The client department is responsible to make correction for any existing transactions in Pending Correction Status related to this problem.

Please note that the new edit for code 302 is in place. When the code 302 is used for a period greater than four hours, the transaction will be rejected with the following error message: CODE 302 CANNOT BE REPORTED FOR MORE THAN 4 HOURS/

Further to our broadcast message of this morning, September 01, 2011, regarding the processing incident for the Supplementary Update and 7C Regular Pay for the Vancouver Pay Office (PO66). We are pleased to advise you that these Pay runs have successfully been executed and normal production has been resumed. For Bulk input clients that would have had a VSAM file this morning please be advised that it will be necessary to manually retrieve the VSAM file tomorrow morning, September 02, 2011

Please note that due to an operational processing incident the Supplementary Pay run And Regular Pay for all departments serviced by the Vancouver Pay Office (PO66) was not completed yesterday, August 31, 2011. We are working towards a speedy resolution to this problem and will advise, via broadcast message when the problem has been fixed. Please note that it may be necessary to take the on-line system down for a period of time during this resolution phase.

This pertains to the 2011 National Pay Processing Schedule. Please note that the payment date for the August 23, 2011 supplementary pay update will be September 1, 2011, and not August 31, 2011 as previously indicated. The National Pay Processing Schedule will be updated with the correct date. This does not apply to Pay Office 03 or Pay Office 22.

As the document "Transmission of Pension Request/Payment" referenced in the SAM Special Bulletin 2011-002 was to be only used to forward to the Pension Centre any outstanding pension work remaining with the compensation community as of April 11, 2011, this document is now obsolete and should no longer be used.

In the event of a postal strike, compensation advisors must send documents by fax to the Pension Centre's regular fax numbers instead of using Canada Post mail services. PWGSC has increased the fax capacity in order to provide an alternate delivery mechanism for documentation that would normally be sent by Canada Post.

Please do not use the ReTOS application to calculate deficiencies (Superannuation Arrears) for part-time employees whose annual salary rate is in excess of the Retirement Compensation Arrangement (RCA) threshold and who have been absent on leave without pay. The calculation must be done manually in this specific case, since the ReTOS application is calculating RCA contributions for those part-time employees and this is incorrect in most cases.
System Problems

Please be advised that we have determined the source of the problem. PWGSC has discovered that an Input/Output (I/O) module that contains command edits for those transactions that edit against the Master File was missing.
In order to mitigate any further downline repercussion we will not be attempting to correct nor re-cycle these transactions. In order to assist you in identifying the accounts and transaction types that were impacted we will supply a list of those types of transactions that are used in that particular I/O module.
You can then scrutinize the Error Analysis Reports from yesterday's Supplementary update and take the appropriate action. In the case of Canada Revenue Agency Monday's Supplementary update was impacted as well.
We regret and apologies for any confusion and frustration this may cause you or your staff.

We have discovered a problem with some Bulk Input transactions for the First Supplementary Pay Of the New Year 2012. Numerous types of transactions are rejecting with invalid messages.
We are investigating the cause and working towards a solution. Once we have determined what the problem is and what the resolution will be we will advise you.

CENTRAL INDEX SYSTEM: This is to inform you that the month and day of birth will be mandatory fields on PRI creation in the Central Index System as of Monday June 27, 2011. You will also need to re-enter this information for validation purposes. Special characters, such as French accents or dashes will no longer be accepted in the name field. A Compensation Directive will be posted shortly.
