Replacing Canada’s tactical control radars

National Defence has a requirement to replace its tactical control radars located in Cold Lake, Alberta, and Bagotville, Quebec.

The Government of Canada reaffirmed its commitment to invest appropriately in Canada’s military through Canada’s defence policy, Strong, Secure, Engaged. This includes ensuring the Canadian Armed Forces has the equipment it needs to deliver its missions and keep Canadians safe.

Through an open and transparent competitive process, the government is procuring new technologically advanced radars, as well as in-service support for a potential period of 20 years to support the Canadian Armed Forces.

This includes engagement with the Canadian aerospace and defence sectors to ensure they are well positioned to participate in the procurement. The Industrial and Technological Benefits Policy will be applied to both the procurement and in-service support to create jobs, innovation and growth in Canada.

Engagement

Significant industry engagement and consultation has been underway since 2016, including posting various Letters of Interest on Buyandsell.gc.ca to solicit industry feedback. Several engagement sessions have already been held with suppliers to explore the best option to procure this new capability.

Acquisition and sustainment of new technologically advanced radars

On December 18, 2018, a Request for Proposals was posted on Buyandsell.gc.ca to solicit proposals from industry to replace Canada’s existing radars. Interested suppliers have until October 31, 2019, to submit their proposals.

Maintenance of existing radars

The government recognizes the need to replace these radars and has taken steps to ensure their ongoing maintenance while new technologically advanced radars are being procured.

On September 28, 2018, a ARCHIVED - Request for Proposals was issued on Buyandsell.gc.ca to solicit proposals from industry for repair and overhaul services through an open and transparent competitive process. This will ensure that the existing radars can continue to support Canadian Armed Forces requirements until such time as a new capability can be delivered.
