Item 1 Approval of Record of Decision

Copies of documents, including the Record of Decision of May 8th were distributed as these documents were not received by Industry members prior to the meeting due to technical difficulties.

The Committee adopted the Record of Decision of May 8th.

Item 2 Meeting with the Departmental Working Group on Office Furnishings

The Committee was informed that the Departmental Working Group on Office Furnishings met on May 17th to discuss the proposed Standing Offers for Cabinets:

  • The "Basket of Goods" for Cabinets will be revised to include 30" and 42" cabinets.
  • The Working Group was pleased with the mandatory environmental attributes, but also supported, if feasible, the need to recognize products that go beyond the minimum environmental attributes.
  • The Working Group agreed with the draft RFSO document.
    Action: PWGSC

Item 3 – Freestanding Furniture: Review of Industry input on Basket of Goods

Government of Canada Marketplace:
  • The intent is to have Information/ordering of Furniture products on the Standing Offers available electronically on the GoCM .
  • Currently, GoCM cannot accommodate dealer networks or configurable products. However, work is underway to address this issue for Furniture.
  • Current e-purchasing System needs updating to address current inefficiencies and may continue to be the electronic tool for Office Furniture until the GoCM can accommodate the business rules.
  • Committee members were requested to provide feedback on this issue and the availability of richer catalogues from the manufacturers to provide clarity in the product offerings in the Standing Offers.
  • Ordering of certain categories of Furniture products may not be appropriate from the GoCM due to their complexity unless the Client Department is knowledgeable of Office Furniture. While restricting access to certain product categories may not be desirable or feasible, some notice or process may be required to address this issue. These categories would be Panel Systems Furniture, Freestanding Furniture and Desking.

Basket of Goods - Executive Freestanding Products
  • Industry indicated that three of the proposed layouts were ergonomically incorrect; to be revised by PWGSC.
  • Several products were identified as missing from the proposed "Basket of Goods" and will be revised by PWGSC.
  • Industry indicated that a choice of three finishes and two edge details would be sufficient to address requirements.
  • PWGSC will further define the purchase description regarding Modesty Panels.
    Action: PWGSC
Basket of Goods – Fixed Leg Products
  • No distinction is to be made between laminate or metal construction in evaluating products. This will be confirmed by reviewing median price charts.
  • Draft "Basket of Goods" document was annotated with proposed revisions/additions.
  • Layouts will be introduced based on the "Basket of Goods" for pricing purposes.
  • Hardware will need to be addressed.
  • While the minimum "Basket of Goods" becomes the minimum mandatory requirement for evaluation purposes, still to be resolved is what other product offerings from the approved series will also be accepted.
    Action: PWGSC, Committee
  • Evaluation and pricing to be similar to Cabinets: fixed prices for two years for "Basket of Goods" items.
  • Medians will be calculated on specific products to evaluate pricing.
    Action: Committee
  • The "Basket of Goods" user adjustable products and tables need to be reviewed.
  • Will need to discuss the requirement for a separate category of Training Room Furniture.

Item 4 – Government Purchase Descriptions, Environmental Considerations

Item 5 – Next Meeting

The next meeting will be held June 5th, 2007 at Place du Portage, 11 Laurier Street, PDP III, Gatineau, Québec, Tower A, 11A1 Room 101 from 10:00 AM to 2:00 PM. The Record of Decision and revised "Basket of Goods" will be sent to the members via e-mail prior to the meeting.
