Amended project approval/expenditure authority (implementation)
Explanation
The purpose of the design phase control point is to allow a review by the appropriate authority of the approval document (for example project documentation and design solution at a level of detail sufficient to meet Public Services and Procurement Canada requirements for expenditure authority [implementation] submission). The granting of an expenditure authority is a confirmation that the design solution is accepted and that the project should proceed to the implementation phase with the development of detailed procurement documentation and product acquisition/construction work.
Of note, an amended project approval is only required at this control point when the project is no longer within the parameters (time, scope and budget) established in the existing project authorities.
