The National Project Management System has been replaced by Project Navigator effective October 15, 2021. Therefore, this page has been archived and will be taken down in 2024.

The purpose of the Inception Stage is to provide a forum for vetting project proposals to ensure that proposed projects are in keeping with Public Services and Procurement Canada (PSPC) portfolio strategies and respond in the most effective manner possible.

Complexity and risk are assessed for all projects. Maintenance projects with an estimated project cost of greater than $2M and new solution projects with an estimated project cost greater than $1M need to use the National Project Management System (NPMS) « Full » version. Along with completing a (Statement of requirements (SoR)) these projects conduct a Project complexity and risk assessment (PCRA) and submit both documents for (Statement of requirements approval (SoRA)).
