The Government of Canada is purchasing a broad range of equipment and supplies from domestic and international suppliers to combat COVID-19.

Contracting during COVID-19

The government has dedicated approximately $10 billion, including $4.5 billion as part of the Safe Restart Agreement, to buy personal protective equipment (PPE), medical equipment and supplies for:

the Public Health Agency of Canada (PHAC)
federal departments and agencies (for example, to equip food inspectors and border officers)
the Essential Services Contingency Reserve

The majority of these procurements are dedicated to equipping frontline health care workers through provincial and territorial health care agencies.

Pandemic response

As part of its overall procurement strategy, the Government of Canada established a diversified roster of suppliers to help mitigate the risks posed by intense global competition and constrained supply chains. Across the various products and services purchased, contracts have been established with multiple providers, both domestic and international, to help establish reliable sources of critical goods and supporting services. Having diverse supply chains operating simultaneously has been instrumental in Canada's response to the COVID-19 pandemic.

At the outset of the pandemic, the Government of Canada took an aggressive procurement approach to fulfil immediate, emerging and long-term medical supply requirements, as determined by federal, provincial and territorial health authorities. This included buying in bulk from distributors in Canada and internationally to secure PPE and medical supplies. Given intense global demand, Public Services and Procurement Canada (PSPC) employed a variety of procurement approaches, including a proactive call to action launched on Buyandsell.gc.ca.

In particular, given the urgency of COVID-19 related procurements, PSPC, at the request of PHAC, invoked the national security exception and used sole source contracting authorities, which allowed the federal government to procure equipment and supplies as quickly as possible. PSPC also used advance payments, as described below, to ensure that orders would be secured amidst intense international competition.

Thanks to those efforts, we were able to meet the most urgent and immediate demands for PPE and medical supplies for PHAC. We have since returned to the use of competitive bidding processes, wherever possible, to secure the goods and services required to meet Canada's evolving needs in response to COVID-19. This approach is in line with the commitment of PSPC to open, fair and transparent procurement processes.

Advance payments

In federal contracting, there are several methods of payment. The Treasury Board of Canada Secretariat's Policy on the Planning and Management of Investments, Directive on the Management of Procurement and Directive on Payments allow for advance payments in specific circumstances.

A payment is considered to be “advance” when it is issued before goods have been received or services rendered. Advance payments are generally issued in limited circumstances to meet a contract or program objective.

For example, advance payments:

may be made to:
- secure goods or services that are in high demand
- ensure workforce continuity on large-scale projects
are required:
- in the case of purchases from the United States (US) Government, through the Foreign Military Sales program in accordance to US law and before the start of delivery for any goods and services to a foreign based contractor
- in other instances, such as for some:
  - annual information technology (IT) licences
  - software subscriptions

However, the Government of Canada's preferred and usual approach is to issue payment after goods and services are received.

Of the 564 COVID-related contract awards listed below, 77 included advance payments to suppliers in order to secure goods that were in high global demand due to the pandemic. In return, the suppliers were expected to fulfil their contracts with accuracy and completeness.

Vaccines and therapeutics

In addition to procurements of PPE, medical equipment and supplies, the Government of Canada has committed over $9 billion to procure vaccines and therapeutics and to provide international support. PHAC is responsible for managing this funding as the client department. A majority of that amount has been allocated for the vaccines and vaccine candidates that we have secured for Canadians. This includes advance payments required to support vaccine development, testing and at-risk manufacturing.

Personal protective equipment, medical equipment and supplies contract information

In order to provide Canadians with information relating to Canada's response to the COVID-19 pandemic, PSPC is disclosing supplier names and contract values for contracts that it has entered into on behalf of other government departments and agencies for PPE and medical/laboratory equipment and supplies, with the following exceptions:

Given the intense competition for PPE and other supplies, and in the interests of Canadians, PSPC may protect the names of suppliers for certain commodities that are difficult to procure. Protecting this information helps to ensure that these sources of supply remain available to Canada. In the following tables, these suppliers are labelled as “Company A,” “Company B,” “Company C” and so on.

Total contract values may not be included in situations where the government has previously disclosed quantities of units ordered in a given contract. For example, if the government previously announced the purchase of 10,000 gowns from a company, the total value of that contract would not be released as doing so may allow the unit price to be determined. These values are denoted with the word “protected.” In certain instances, contract values are amalgamated to protect commercial confidences.

The information released will be adjusted over time as the procurement environment evolves. This includes contract values which may increase or decrease to reflect the goods or services being requested.
