SUBJECT : Communication Tools - Compensation Directorate

1. PURPOSE

1.1 The purpose of this directive is to advise you of some up-coming changes to certain communication tools issued by the Compensation Directorate, Government Services Canada (GSC).

2. BACKGROUND

2.1 In keeping with Compensation Directorate's aim of providing improved service to our clients, the advisory functions related to the compensation products of pay, pensions, and insurances, have already been combined under the Advisory Services Group of the Compensation Services Branch.

2.2 In order to reflect the fact that directives issued by the Branch can now deal with matters other than pay, it was decided that certain communication tools would be renamed to indicate their relevance to all three compensation products.

3. POLICY

3.1.1. Compensation Directive

Effective August 1, 1993, the "Services Pay Directive" will be renamed "Compensation Directive". This directive will continue to be used by the Advisory Services Group to provide advice, direction, guidance or information on new or revised legislation, policies, directives or procedures, related to pay. It will also occasionally provide information for the pension and insurance products which relates specifically to the Regional Pay System.

3.1.2 Any changes to pension or insurance policies or procedures which will require amendments to the Superannuation Administration Manual (SAM) or the Insurance Administration Manual (IAM), will continue to be issued in the form of amendments to the manuals and, when required, SAM and IAM Bulletins.

3.2.1. Compensation Communiqué

Effective August 1, 1993, the current directive "Letters to Directors of Personnel/Senior Financial Officers" will be renamed "Compensation Communiqué". This will be used occasionally by the Director, Compensation Services Branch, Compensation Directorate, to provide clients with compensation-related information at a more senior level.

4. PROCEDURES

4.1.1. Compensation Directive

The Compensation Directive will be issued under the signature of the Director General, Compensation Directorate.

4.1.2 This directive will be distributed to all Government Services Canada (GSC) client departments, separate employers paid by GSC as well as all Paying Offices and Superannuation Branch. Anyone currently on the distribution list for the Services Pay Directive will automatically be included on the distribution list for the Compensation Directive.

4.1.3 The numbering system for the Compensation Directive will be sequentially by year (i.e. 1993-001)

4.2.1. Compensation Communiqué

The Compensation Communiqué will be issued under the signature of the Director, Compensation Services Branch, Compensation Directorate.

4.2.2 Anyone currently on the distribution list for the Letters to Directors of Personnel/Senior Financial Officers directive will automatically be included on the distribution list for the Compensation Communiqué.

4.2.3 The Compensation Communiqués will be dated but will not be numbered.
