SUBJECT: Rescue Specialist Allowance and Fisheries Enforcement Allowance - Ships Officers

1. PURPOSE

1.1 The purpose of this directive is to advise you of 2 new allowances and corresponding entitlement codes applicable to the Ships Officers (SO) group, Bargaining Unit Designator (BUD) code 41000.

1.2 In the text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 The new collective agreement for the SO group, signed on September 17, 1998, provides for two new allowances. More specifically, the Rescue Specialist Allowance and the Fisheries Enforcement Allowance.

3. POLICY

3.1 The Rescue Specialist Allowance is a monthly amount of $100 payable to an officer who is required to perform Rescue Specialist duties for at least one day during any given month.

The Fisheries Enforcement Allowance is a monthly allowance in the amount of $250 payable to an officer who is required to participate in enforcement duties for at least one day during any given month.

The allowances are not prorated to hours worked.

4. PROCEDURES/INSTRUCTIONS

4.1 The payment criteria for these new allowances can be found in Appendix F of the Ships Officers Collective Agreement. The new entitlement codes which are to be reported using rate base 6 are:

  • 467 - The Rescue Specialist Allowance; and
  • 468 - The Fisheries Enforcement Allowance.
  • Both codes were operational effective December 15, 1998.

4.2 If a new or separate line object is to be assigned by a department in the department's accounting records to identify payments made with codes 467 and 468, the Financial and Reporting Products Directorate (address below) must be advised of the line object allocated in order that the pay expenditure control file may be updated.
