SUBJECT: At Risk Pay

1. PURPOSE

1.1 The purpose of this directive is to inform clients that a new entitlement code called "At Risk Pay" has been created for the Executive (EX) Group, Bargaining Unit Designator (BUD) Code 10200 and the Deputy Minister Group (DM), BUD Code 70100.

1.2 In this text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 The Advisory Committee on Senior Level Retention and Compensation recommended the implementation of At Risk Pay, which was approved by the Treasury Board Secretariat Advisory Committee (TBSAC) on January 15, 1999, and subsequently endorsed by the Clerk of the Privy Council.

2.2 The new Performance Management Program (PMP) that supports the variable At Risk Pay was introduced April 1, 1999, and was implemented in March 2000. This award will be phased in over the course of three years, with full implementation expected in fiscal year 2000-2001.

2.3 Executives will be eligible for At Risk Pay on the basis of performance measured against previously agreed upon targets and related to the achievement of government and departmental business planning objectives and Public Service wide corporate priorities.

3. POLICY

| 3.1 At Risk Pay will be paid using entitlement code 179, and is subject to Income Tax, Employment Insurance (EI), Canada Pension Plan (CPP) / Quebec Pension Plan (QPP), and Superannuation deductions. Please note this entitlement is not included as income for purposes of determining 4% vacation pay.

3.2 At Risk Pay is to be reported with a rate base of "0" at the end of the fiscal year.

4. PROCEDURES/INSTRUCTIONS

4.1 The following table specifies the percentage of base salary available for lump sum payment for At Risk Pay. This entitlement is based on classification and year of implementation:

4.2 It is the responsibility of the Compensation Advisors to action all At Risk Pay awards.
