Sample Letter

SUBJECT: Financial Management Group - Lump Sum Payment

1. PURPOSE

1.1 The purpose of this directive is to provide information regarding the lump sum in lieu of membership fees for the first year of the agreement, payable to employees in the Financial Management (FI) Group. This payment is described in the FI Group collective agreement which was signed on March 2, 2001.

1.2 A sample letter to employees on this lump sum payment has been included with this Compensation Directive.

1.3 In this text, use of the masculine is generic and applies to both men and women.

2. POLICY

2.1 The lump sum payment of $800 will be paid to all employees who occupied a position in the FI Group on March 2, 2001.

2.2 Casual employees, term employees for less than 3 months and excluded employees are also entitled to this payment.

2.3 Part-time employees are eligible to receive the full amount of $800 (non prorated).

2.4 Employees in the eligible group who are in receipt of acting pay on March 2, 2001 are entitled to receive this lump sum if their individual acting assignments are for periods of 2 months or more.

2.5 Employees in the FI Group who are on Leave Without Pay (LWOP) on March 2, 2001 are entitled to the payment.

2.6 In accordance with Article 58.03 of this collective agreement, the provisions are to be implemented within a period of 120 days from the date of signing. Consequently, employees in the FI Group shall receive all pay adjustments by June 29, 2001.

2.7 Information about the lump sum payment can be found at the Web site.

3. PROCEDURES/INSTRUCTIONS

| 3.1 This lump sum payment will be made using the existing entitlement code 088 (Lump Sum Settlement--Not Subject to Superannuation).

| Please note that Departments are to continue processing requests for payment of the current year refund of membership fees via their Finance Section until such a time as Public Works and Government Services Canada establishes a new entitlement code.

A system generated process will be used on April 23, 2001 to issue the lump sum payment of $800.

3.2 The Regional Pay System (RPS) is unable to identify if an employee is entitled to the payment when there is an acting assignment period. The Compensation Advisor will be responsible for verifying and cancelling any payment if an employee's acting assignment is for less than 2 months.

3.3 This payment is subject to the following deductions:

  • Income tax,
  • Employment Insurance (EI) premiums,
  • Canada Pension Plan/Quebec Pension Plan (CPP/QPP) contributions.
