SUBJECT: Payment Statement Used As Communication Tool

1. PURPOSE

1.1 The purpose of this directive is to inform compensation advisors of the new usage of the payment statement as a communication tool.

1.2 In this text, use of the masculine is generic and applies to both men and women.

1.3 An information notice to employees concerning the above has been included with this Compensation Directive and will also be posted in the "Who are you? - Public Service Employee" page of the Compensation Sector Web site.

2. BACKGROUND

2.1 Starting in March 2004, the Public Works and Government Services Canada (PWGSC) Compensation Sector will begin using the Regional Pay System (RPS) feature that allows the printing of a brief message on the bottom portion of employees'payment statements.

3. POLICY

3.1 The printing of messages on the payment statements for regular pay will be used by the PWGSC Compensation Sector as a communication tool to provide employees with information concerning their pay and benefits. These payment statement messages will be printed as the need arises.

3.2 The subject matter of these payment statement messages will be of relevance to employees of all departments, agencies, and Crown corporations serviced by the RPS.

4. PROCEDURES/INSTRUCTIONS

4.1. Payment Statement Messages

4.1.1 While the content of the messages will vary, the following technical limitations apply to the text of all payment statement messages:

  • The full bilingual text will be no longer than 60 characters per line, and a maximum of six lines.
  • The text will appear in upper case letters. Upper-case accents cannot be printed.

4.2 The messages will be inserted in the upper portion of the "Entitlements and Other Deductions" Section of the payment statement.
