SUBJECT: New Entitlement Code for Rigid Hull Inflatable Allowance - Ships'Crews Group

1. PURPOSE

1.1 The purpose of this directive is to provide compensation advisors with information regarding a new entitlement code for the Rigid Hull Inflatable (RHI) Allowance - Lump Sum applicable to the Ships'Crews (SC) Group, Bargaining Unit Designator (BUD) codes 61200 and 66200.

1.2 In this text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 The Operation Services - Table 2 collective agreement was signed on November 19, 2001, and created a new entitlement for the SC group, called the Rigid Hull Inflatable Allowance (RHI) allowance.

Currently, the RHI allowance is being paid with Entitlement Code 468: the Fisheries Enforcement Allowance. Treasury Board Secretariat has approved the creation of a new entitlement code to pay the RHI allowance separately from the Fisheries Enforcement Allowance.

Even if both of these allowances are pensionable, there is a need to differentiate the ongoing Fisheries Enforcement Allowance and the RHI lump sum payment. The new entitlement code for the RHI will also enable the Regional Pay System (RPS) to differentiate the two entitlements for purposes of presenting accurate information on the employee's pay stub and to provide accurate statistical information on entitlements.

3. POLICY

3.1 The RHI allowance is a lump sum of $15.00 per day, paid to employees in the SC group who are directly engaged in operating (driving) the ship's RHI for transportation of personnel engaged in Fisheries Enforcement activities.

3.2 A new entitlement code 1A3 "RHI allowance - Lump-sum" has been established in the RPS and is to be paid as a supplementary payment.

This allowance is subject to the following deductions:

  • federal and provincial income tax;
  • employment insurance (EI);
  • Canada Pension Plan (CPP or Quebec Pension Plan (QPP);
  • Disability Insurance (DI) and Long-term Disability Insurance (LTD);
  • Public Service Superannuation Act (PSSA); and
  • Supplementary Death Benefits Plan (SDBP).

4. PROCEDURES/INSTRUCTIONS

4.1 The payment criteria for this allowance can be found in the Annex H of Appendix G of the Table 2 collective agreement.

The new entitlement code 1A3 "RHI allowance - Lump-sum" has been in effect as of October 1st, 2004, in the Deduction Entitlement Control File.

Compensation advisors are to use the new code for employees who are directly engaged in operating (driving) the ship's RHI for transportation of personnel engaged in Fisheries Enforcement activities. They shall receive a daily allowance of $15.00 when directly participating in this activity.

Compensation advisors are to pay the allowance with a rate base "0" by using the new entitlement code attributed to the RHI allowance. They must commence the allowance by entering the entitlement code using the on-line "Entitlement Commence" (ENC) Screen, the rate base "0" and the amount.

4.2 If a new or separate line object is to be assigned by a department in the department's accounting records to identify payments made with code 1A3, the Financial and Reporting Products Directorate (address below) must be advised of the line object allocated to allow the Pay Expenditure Control File to be updated.
