SUBJECT: New Collective Bargaining Status Codes -- Field 26 (Public Works and Government Services Canada (PWGSC)- Travaux publics et Services gouvernementaux Canada (TPSGC) 2517-1)

1. PURPOSE

1.1 The purpose of this directive is to introduce two new collective bargaining status codes for Field 26 and to advise the clients concerning the policy and procedures to follow for these new codes.

1.2 In this text, use of the masculine is generic and applies to both men and women.

2. BACKGROUND

2.1 In anticipation of changes to the Public Service Staff Relations Act , Treasury Board has identified the requirement to amend the existing collective bargaining status structure. Some of the current codes are not defined accurately and/or some of the Bargaining Unit Designator (BUD) groups are not identified by the appropriate codes. This situation has led to the misuse of codes by the client organizations. Treasury Board has requested that this situation be rectified and has proposed the creation of two new bargaining status codes.

3. POLICY

3.1 On March 22, 2005, the new collective bargaining status codes 26 and 52 were integrated into the Regional Pay System (RPS).

3.2 Effective April 1, 2005, codes 26 and 52 are used for employees in BUD groups 720 and 105 respectively.

4. PROCEDURES/INSTRUCTIONS

4.1 The two new bargaining status codes for Field 26 are described as follows:

  • Code 26

    This new code pertains to employees occupying a position in the Ministers'Exempt Staff Group (BUD 720).

  • Code 52

    This new code pertains to employees of the Career Assignment Program Group (BUD 105) who are not subject to collective bargaining and not subject to dues check-off.

4.2 In order that the correct bargaining status codes structure be reflected in Field 26 for the affected groups, the Consolidated System Control Division (CSCD) will process the following bulk changes to the RPS on April 18, 2005:

  • For existing accounts with BUD 720, the value of Field 26 is to be changed to 26.
  • For existing accounts with BUD 105, the value of Field 26 is to be changed to 52.
  • Compensation advisors are required to use the new codes when employees are taken on strength, transferred or promoted to BUDs 720 or 105.
