Dear Mr. Wernick,

I am writing in response to your recent letter requesting that deputy heads provide information on ongoing and planned actions to help stabilize the pay system.

The Canadian Transportation Agency (CTA) is, in compensation parlance, an integrated department that has retained its compensation advisor resources on site and is not serviced by the Pay Centre.

Phoenix and My GCHR were implemented at the CTA 18 months ago. At this time, there are still unresolved issues in the system, and problems continue to appear on a regular basis. Furthermore, since April 2017, the rapid implementation of collective agreements has increased the volume and complexity of transactions being processed.

Enclosed you will find a list of steps the CTA has taken to date, as well as planned actions, to minimize negative impacts on our employees and ensure they are paid accurately and on time.
