The number of financial transactions beyond the normal workload has increased by 11,000 from July 21 to August 18, 2021. The increase observed this month is primarily due to seasonal peaks in intake. This is a normal part of the pay administration process, and we expect the general downward trend seen in the backlog over the last 3 years to continue.

Reductions will, at times, be followed by slower progress or even increases. Since its peak in January 2018, the number of financial transactions beyond the normal workload has decreased by 269,000, from 384,000 to 115,000.

While the exact number fluctuates daily, it is estimated that almost half of public servants have an outstanding pay transaction in progress (including those served by the Pay Centre as well as non-Pay Centre departments). There are currently approximately 288,000 transactions ready to be processed at the Pay Centre, including:

  • 195,000 transactions with financial impact, which include:
    • 115,000 beyond our normal workload, and
    • 80,000 that are part of our normal workload
  • 48,000 transactions with no financial impact, or general inquiries
  • 11,000 collective agreement transactions
  • 34,000 transactions waiting to be closed for which employees have already received payment

A total of 82% of non-collective bargaining transactions that were finalized between July 21 and August 18 met service standards. To date in 2021, 81% of these transactions have met service standards on average, compared to a 72% average in 2020.

Public Services and Procurement Canada prioritizes cases that can have a large impact on an employees pay. For example, in 2020, parental and disability leave was processed within service standards 99% of the time on average.
