Project description
The Government of Canada is extending the life of the Royal Canadian Air Force’s fleet of 85 CH-146 Griffon helicopters into the 2030s. This project will be carried-out in 2 phases.
Phase 1: Definition
Leveraging the existing maintenance contract with Bell Textron Canada Limited (BTCL), the original equipment manufacturer of the Griffon helicopter, to define the scope of work required to extend the life of the Griffon fleet. This phase also involves engineering and prototyping the required upgrades on up to 3 of Canada’s 85 aircraft.
Phase 2: Implementation
Leveraging the awarded contract to the manufacturer to carry out the required upgrades on the 82 remaining aircraft, on behalf of the Government of Canada. The Industrial and Technological Benefits Policy applies to this procurement.
Procurement progress
Definition (2019 to 2022)
- The Government of Canada enlisted the help of BTCL to determine the scope of work required to extend the life of the Griffon fleet into the 2030s
- BTCL is the only company certified to do the definition work as the manufacturer aircraft
- BTCL has developed and submitted a proposed plan to Canada, which is currently under review
- The first upgraded aircraft is expected to be delivered in 2023
Implementation (2022 to 2027)
- BTCL, the original equipment manufacturer of the Griffon, will manage a competitive process, with oversight by Public Services and Procurement Canada, to source qualified suppliers to install required upgrades on the remaining Griffon helicopters
- The implementation phase is expected to be completed by 2027 to 2028
