The following table lists all goods under group 2 of Global Affairs Canada (GAC)'s A Guide to Canada's Export Control List, 2023 version, found in section 3 of the Schedule to the Defence Production Act (DPA). It is aimed at assisting Controlled Goods Program (CGP) clients to determine whether those goods are controlled goods.

Note

The information contained in the “Export Control List (ECL) control text” column of Table A is based on GAC’s A Guide to Canada's Export Control List, 2023 version.

For the purposes of this Schedule guide, the term “guide”, by itself, used in column 2 (ECL control text) and column 3 (Schedule control text) refers to GAC's A Guide to Canada's Export Control List, 2023 version.

The entry and associated sub-entries are domestically controlled by the Schedule to the DPA only when the small calibre weapons (that is, smooth-bore weapons with a calibre of less than 20 mm, other arms and automatic weapons with a calibre of 12.7 mm (calibre 0.50 inches) or less are controlled by the U.S. ITAR or manufactured using technical data that is controlled by the U.S. ITAR, and meets the criteria stipulated in paragraph (c) of the definition of prohibited firearm in subsection 84(1) of the Criminal Code.

The Schedule does not domestically control the specially designed components for the small calibre weapons that are domestically controlled by the Schedule.

The onus is on CGP clients to determine the

  • ITAR control status of the small calibre weapons
  • legal classification of their firearms
  • calibre of their firearms

Smooth-bore weapons with a calibre of 20 mm or more, other weapons or armament with a calibre greater than 12.7 mm (calibre 0.50 inches), projectors specially designed or modified for military use and accessories, as follows, and specially designed components therefor: Smooth-bore weapons with a calibre of 20 mm or more, other weapons or armament with a calibre greater than 12.7 mm (calibre 0.50 inches), projectors specially designed or modified for military use and accessories, as follows, and specially designed components therefor: The entry and specific sub-entries, some of which may have been modified, are domestically controlled by the Schedule to the DPA.

The Schedule entry is modified to remove the general control of components from domestic controls. Please note that the associated sub-entries to Schedule entry 2-2. may control specific components.
The Schedule entry’s domestic controls on large calibre weapons (that is, smooth-bore weapons with a calibre of 20 mm or more, other weapons or armament with a calibre greater than 12.7 mm (calibre 0.50 inches), projectors and accessories) are applicable regardless of their country of origin/manufacture.
The Schedule’s domestic controls on large calibre weapons differ from the Schedule’s domestic controls on small caliber weapons. The Schedule’s domestic controls on small caliber firearms are only applicable to those that are controlled by the U.S. ITAR, and meeting the criteria stipulated in paragraph (c) of the definition of prohibited firearm in subsection 84(1) of the Criminal Code.

The Schedule entry domestically controls the following:

  • howitzers
  • cannons
  • mortars
  • anti-tank weapons
  • projectile launchers
  • military flame throwers
  • rifles
  • recoilless rifles
  • smoke canister, gas canister and pyrotechnic projectors that are specially designed or modified for military use
  • smooth-bore weapons with a calibre of 20 mm or more
  • other firearms or armament with a calibre greater than 12.7 mm (calibre 0.50 inches)
  • frames, receivers, barrels, and breech closing mechanisms for these items

The Schedule does not control the following large calibre weapons:

  • firearms that are prohibited firearms, as defined in paragraph (c) of the definition “prohibited firearm” in subsection 84(1) of the Criminal Code, and components of such firearms, wherein both the firearm and the firearm’s owner holds a license that authorizes them to possess the prohibited firearm under section 12 of the Firearms Act
  • non-military firearms used for hunting or sporting purposes other than full automatic firearms

2-2.a.

Guns, howitzers, cannon, mortars, anti-tank weapons, projectile launchers, military flame throwers, rifles, recoilless rifles, and smooth-bore weapons;

Note 1:
2-2.a. includes injectors, metering devices, storage tanks and other specially designed components for use with liquid propelling charges for any of the equipment specified by 2-2.a.

Note 2:
2-2.a. does not control weapons that are antique firearms, as defined in paragraph (a) and (b) of the definition antique firearms in subsection 84(1) of the Criminal Code.

Note 3:
2-2.a. does not apply to weapons specially designed for any of the following:

  1. Slaughtering of domestic animals;

Guns, howitzers, cannon, mortars, anti-tank weapons, projectile launchers, military flame throwers, rifles, recoilless rifles, and smooth-bore weapons, first manufactured after 1945, and the following components:

  1. Frames or receivers;
  2. Barrels; or
  3. Breech closing mechanisms.

The entry is domestically controlled by the Schedule to the DPA.

The Schedule control text prescribes the specific large calibre firearms that are domestically controlled by the Schedule entry.

The Schedule entry does not domestically control the following large calibre weapons:

  • firearms that are prohibited firearms, as defined in paragraph (c) of the definition “prohibited firearm” in subsection 84(1) of the Criminal Code, and components of such firearms, wherein both the firearm and the firearm’s owner holds a license that authorizes them to possess the prohibited firearm under section 12 of the Firearms Act
  • non-military firearms used for hunting or sporting purposes other than full automatic firearms

The Schedule entry is modified to:

  • apply only to items first manufactured after 1945
  • remove the general control on components. Please note that the sub-entries to Schedule entry 2-2. may control specific components
  • prescribe a listing of specific components that are by the Schedule (that is, specified by the Schedule control text) entry as follows:
  • frames or receivers
  • barrels
  • breech closing mechanisms

The portion of item 2-4.b.2. of the guide before the “Technical Note” is to be read as follows:
