What do we buy
Public Services and Procurement Canada (PSPC), on behalf of Correctional Services Canada (CSC), is implementing a national departmental procurement strategy for glucose test strips and compatible glucometers. CSC is responsible for administering court-imposed sentences of two years or more for offenders, including supervising those under conditional release in the community. CSC is responsible for providing every inmate with essential health care. This includes glucose test strips and compatible glucometers to be used in the provision of health care to inmates who reside within its facilities.
How do we buy
- No early engagements nor request for information with industry will be conducted
- This competitive requirement will be posted to buyandsell.gc.ca for 15 calendar days resulting in the award of one standing offer
- Bidders will compete by offering prices for the glucose test strips and compatible glucometers specified in the request for standing offer; evaluated against mandatory criteria requirements
- The standing offer will be issued to the lowest compliant offeror, based on a total aggregated offer price. All other offers will not be considered for the standing offer
- The period of the standing offer will be for 3 years
- Offerors may submit an offer for both glucose test strips and compatible glucometers
- The glucose test strips and compatible glucometers will be procured as a call-up against the standing offer:
- CSC identified users can issue call-ups up to $10,000.00 (including applicable taxes). PSPC contracting authority may, at its discretion, exceed the individual call-up limitation
- Canadian Collaborative Procurement Initiative (CCPI) identified users can issue call-ups up to its financial limitation. The financial limitation must be provided by the CCPI identified user issuing the call-up to the offeror

Healthcare practitioners, police and other law enforcement agencies at all levels of government (federal, provincial and municipal) will be able to use the procurement vehicle to purchase these products quickly, as and when required, and will serve as a means to:
- benefit from a streamlined and simplified buying process to acquire these products quickly, as and when required
- benefit from the discounted pricing that is being offered to the Government of Canada
- leverage the CSC buying power to achieve greater savings
- provide glucose test strip and glucometers to users across Canada
- ensure that the equipment is more accessible and conveniently available to users when needed
As a result of the larger business volume, economies of scale are generated by the use of national procurement strategies such as standing offers. This results in higher discounts for the Canadian government and better value for Canadian taxpayers.
