What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including areas subject to comprehensive land claims agreements (CLCA).
This procurement tool is used to purchase various configurations of campus vehicles such as low speed vehicles (LSVs) and golf carts.
How do we buy
- Currently campus vehicles are procured via individual request for proposals (RFP)
- Suppliers are either distributors or manufacturers of campus vehicles
- The standing offer (SO) has 4 groups of campus vehicles from which CCPI participants may select from in order to meet operational requirements. For some groups, CCPI participants may also select from SO set aside for Aboriginal businesses
- Offerors are to provide at least 1 Canadian factory certified warranty provider (FCWP)
- Suppliers are to compete by offering prices for each of the campus vehicle groups specified in the solicitations
- Offers are evaluated on an aggregate price basis per group, for all items of the group
- Offerors are to provide firm lot price (manufacturer’s suggested retail price minus a percentage as offered) per vehicle/equipment delivered duty paid to their Canadian FCWP location. There is an allowance for a firm percentage markup on shipping from their Canadian location
- The responsive offer with the lowest evaluated aggregate price per group is recommended for issuance of a SO
- SO are issued to qualified suppliers on a national basis by group. It’s possible for 1 supplier to qualify for all groups of campus vehicles
Socio-economic aspects
2 solicitations are issued for each requirement, one will be open to all suppliers and the other will be set aside for Aboriginal businesses.
Value / Savings / Considerations
The NMSO is a convenient method of supply that saves time and money:
- The department or agency deals directly with the offeror to obtain the goods they need
- Call-ups against a SO are processed faster, involve less paperwork, and have pre-set prices and terms already determined
- For taxpayers, the advantages are lower government administrative costs and reduced inventory
- NMSO provides improved client service, with a SO in place, clients can place orders quickly with minimal impact to their day to day operations
