What do we buy
Public Services and Procurement Canada (PSPC) is to establish a NMSO for government department, agencies and Crown corporations listed in Schedules I, I.1, II, III of the Financial Administration Act, R.S., 1985, c. F-11 as well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
This procurement tool is for the supply of chemicals (basic chemicals and specific kits of chemicals) typically used for scientific and medical purposes. Chemicals are defined as any pure substance (an element) or any mixture (a solution, compound, or gas). Chemicals occur naturally and can be made artificially.
How do we buy
- Chemical supplies are procured through a call-up against the standing offer (SO)
- A request for standing offer will be published on CanadaBuys for 30 to 35 calendar days
- The period of the SO is for 3 years with the option to extend the offer by 2 option period of 1 year
- Requirements less than or equal to $100,000 (including all applicable taxes and costs of delivery):
- authorized users should make call-ups against the SO that represent best value and meets their immediate needs
- Requirements greater than $100,000:
- federal user requirements:
- PSPC contracting authority division may, at its discretion, exceed the individual call-up limitation
- the requirements which exceed the $100,000 needs to be approved and issued by PSPC contracting authority
- CCPI user requirements:
- if the contracting authority for a specific CCPI identified user has provided the offeror written notice of a financial limitation for call-ups (either on an individual basis for each call-up or in the aggregate for all call-ups issued), then the offeror shall not accept any call-up against the SO which would exceed such financial limitation unless the contracting authority has specifically identified that it may do so in writing

Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to chemicals supplies as well as being able to use an efficient procurement method to fulfill their requirements.
