What do we buy
This requirement is to establish a National Master Standing Offer on behalf of the Department of Fisheries and Oceans Canada as well as the organizations participating in the Canadian Collaborative Procurement Initiative. This procurement tool is for the provision of commercially available off-the-shelf constant-wear law enforcement dry suits (LEDS). The LEDS shell must be made of a waterproof and breathable dry suit with reinforced ballistic nylon fabric (for example, Gore-Tex) and include drainage preventing water from being trapped within the suit. Each LEDS must come with 1 repair kit.

- No early engagements nor request for information with industry will be conducted as this is considered a commercial off the shelf product
- This competitive requirement will be posted on CanadaBuys for 35 to 40 calendar days
- Bidders will compete by offering prices for the LEDS and repair kits specified in the request for standing offer evaluated against mandatory criteria
- The responsive offer with lowest aggregate price will be recommended for the issuance of a standing offer (SO)
- The ranking will be established using the estimated quantities for all items (LEDS, repair kits and options)
- The period of the SO is for 3 years with the option to extend the offer by 2 option periods of 1 year
- The LEDS and repair kits will be procured as a call-up against the SO

As a result of the business volume, economies of scale are generated by the use of the standing offer. Canada benefits from having quick access to constant-wear law enforcement dry suits and repair kits as well as being able to use an efficient procurement method to fulfill their requirements.
